Hanoi City People's Committee officially launched the Mini App "Fire Prevention and Fighting Safety Consulting in Electricity Management and Use" on the iHanoi platform, and at the same time requested to tighten the responsibility of local authorities in fire prevention and fighting (PCCC).
On July 23, Hanoi City People's Committee organized a preliminary conference on fire prevention and fighting and rescue (PCCC) work, connecting online to 126 communes and wards in the area.
According to Colonel Pham Trung Hieu - Head of the Fire Prevention and Fighting and Rescue Police Department, Hanoi City Police, after more than a year of implementing the two-level local government model, the city has issued many programs and plans to implement the Fire Prevention and Fighting and Rescue Law, the Capital Law; and at the same time innovated propaganda work in the direction of putting people at the center, promoting the effectiveness of the "Fire Prevention and Fighting Safe Family Groups", "Public Fire Stops", and improving incident handling capacity according to the "4 on-site" motto.
At the conference, Hanoi launched the Mini App "PCCC safety advice in management and use of electricity" on the iHanoi platform. The application was developed by Hanoi City Police in coordination with the Department of Industry and Trade, Department of Science and Technology and Hanoi Power Corporation to disseminate knowledge and skills to ensure PCCC safety to people, contributing to reducing fires caused by electrical incidents - a major cause in civil fires.
Through the application, people can register for the police force, electricity industry and local authorities to inspect and advise on the safety of the electrical system at households. After receiving information, functional units will directly inspect, detect unsafe risks, guide remediation and equip appropriate fire prevention skills.
Speaking at the conclusion of the conference, Vice Chairman of Hanoi People's Committee Do Anh Tuan said that after more than a year of implementing the two-level local government model, the number of fires in the area decreased by more than 35% compared to the same period; the system of mechanisms and policies on fire prevention and fighting has basically been completed.
However, he also pointed out many limitations, especially the responsibility of some grassroots authorities. According to Hanoi City Police, as of July 1, 2026, there are still 84/126 communes and wards that have not reported preliminary summaries according to Plan No. 382 of the City People's Committee; many localities are delayed from 2-6 months in reviewing data, compiling lists of locations for building water tanks and fire prevention and fighting systems to serve residential areas.
Vice Chairman of Hanoi City People's Committee requested the Department of Home Affairs to inspect public duties for units that are slow to perform tasks; the results will be included in the KPI and OKR assessment of the head. At the same time, 84 communes and wards that have not completed their tasks must be rectified and reported within 15 days.
In addition, Hanoi City requests to accelerate the implementation of the Project on building a fire prevention and fighting incident transmission and reporting system; complete the guidance for 100% of establishments under management to declare fire prevention and fighting data before August 30, 2026 according to the criteria "correct, sufficient, clean, live"; mobilize establishments to install fire alarm equipment connected to the Command Center of the Ministry of Public Security before July 1, 2027 and encourage people to install the "Fire Prevention 114" application before September 30, 2026.
Mr. Do Anh Tuan emphasized that fire prevention and fighting and rescue work is the responsibility to protect the lives and property of the people; all cases of irresponsibility and lax management by the head will be considered and strictly handled according to regulations.
