Determined to handle re-offensive, attach responsibility to the leader
On December 13, the People's Committee of Cau Giay Ward organized a campaign to handle violations of "parastard market", "temporary market", the installation of pedestals, approach bridges, roofs, and sleepers in violation of regulations in the area.
During the day, working groups went directly to each residential group, approaching business households along major roads to disseminate legal regulations. Through the organization of signing a commitment not to violate the roadway, people have initially raised their awareness and become more aware of their personal responsibility in preserving the common space.
Mr. Vu Trung Kien - Head of the Economic, Infrastructure - Urban Affairs Department of Cau Giay Ward said that the local government determined that when each individual and organization clearly understands the rights of pedestrians as well as the importance of urban aesthetics, maintaining order will become more self-conscious and effective, instead of relying only on administrative enforcement measures.
In parallel with the propaganda and mobilization work, the functional forces of the ward, departments, branches and organizations simultaneously launched a field inspection at the scene.
On key streets, which are often congested and encroached, the authorities are determined to handle cases of illegal parking, displaying goods on the sidewalk, installing advertising signs that obstruct visibility.
Violating items such as platforms and overpasses that do not comply with standards have been completely dismantled, returning ventilation to the walking path. Regular maintenance of mobile patrol teams contributes to stabilizing the situation, significantly limiting the number of violations immediately after the authorities leave.
In addition to ensuring traffic order, environmental sanitation is identified by Cau Giay ward as a key task in the action plan. Organizations such as the Women's Union and the Youth Union actively coordinate with environmental sanitation units to eliminate spontaneous garbage collection points, remove advertisements, and illegally display items on walls and electric poles.
At the same time, general cleaning movements on weekends mobilize the participation of a large number of people, promote community strength, thereby significantly improving the environmental landscape in residential areas and alleys.
Mr. Luong Mau Hung - Vice Chairman of Cau Giay Ward People's Committee said that the new point in this campaign is to link the specific responsibility of each unit and individual with the results of local transformation.
Accordingly, if there is a situation of re-encroachment or prolonged unsanitary conditions in the area assigned to them, the relevant individuals and organizations must be directly responsible to the ward leaders.
The determination in direction and management has created strong motivation, helping the forces carrying out the tasks more closely and impartially. Thanks to that, the work of urban order management and environmental sanitation in the area has had many positive changes, receiving consensus and high appreciation from the people and public.
Mobilizing the entire political system to participate
On the same day, December 13, Tung Thien ward also organized a campaign to resolve bottlenecks in urban order, ensuring discipline and urban civilization in the area.
In Tung Thien ward, the People's Committee of the ward deployed Plan No. 191/KH-UBND on the basis of Plan No. 332/KH-UBND of the City People's Committee on resolving urban order bottlenecks, organizing a campaign to restore order, discipline, and urban civilization throughout the area.
Vice Chairman of Tung Thien Ward People's Committee Nguyen Trung Thanh emphasized that the campaign mobilizes the synchronous participation of the entire political system, in which the police force plays a core role, determined to restore order, discipline, and urban civilization.
The leaders of Tung Thien ward requested agencies, units, and functional forces to completely handle bottlenecks, complex areas, and long-standing areas; hot spots of urban order, environmental sanitation, and construction order.
The implementation needs to closely combine propaganda, mobilization with inspection and strict handling according to the provisions of law; maintain regular deployment, strengthen inspection, supervision and publicize handling results to create consensus in society.
Immediately after the launching ceremony, departments, branches, unions and functional forces simultaneously launched a campaign on route 414, Da Bac street, Xuan Khanh market area. Activities focus on propaganda and distributing open letters on urban order, public order, environmental sanitation; inspecting and strictly handling violations of urban order, public order, and traffic safety.
The authorities requested households and businesses to remove illegal roofs, spans, signs, and platforms; stop displaying and selling goods encroaching on traffic safety corridors; clean sidewalks and roads, arrange vehicles neatly and in accordance with regulations, and ensure urban aesthetics. Many households have proactively cooperated and voluntarily dismantled the violations.
According to the plan, in the coming time, the authorities will continue to set up to restore urban order on national highways, streets, and traditional markets in the area.
