The overpass at the intersection of Pham Tu - Cau Buu - Phuc La (Hanoi) is an important item of the traffic investment project surrounding the Chu Van An Memorial Site (now Pham Tu Street) connecting from Ring Road 3 to Cau Buu Street (Provincial Road 70).
After 5 years of operation, Pham Tu Street has been stuck in site clearance, so the intersection (including the overpass) has not been able to be implemented, turning Pham Tu - Road 70 - Phuc La intersection into a traffic hot spot in the city, causing difficulties for people to travel.
Recorded during rush hour, at Pham Tu - Road 70 intersection, traffic density is high. Container trucks, heavy trucks, and passenger cars are next to each other inching forward. Motorbikes squeeze into the middle of cars, many vehicles on the sidewalk.

"Although authorities are often on duty to regulate traffic, the congestion shows no signs of cooling down. I hope the government will soon resolve the land bottleneck and speed up the construction progress of the intersection so that people can travel conveniently" - Mr. Nguyen Van Ha (34 years old, Thanh Liet ward, Hanoi) said.
According to the Thanh Liet Ward Infrastructure Investment Project Management Board, the project to clear the intersection between the traffic road surrounding the Chu Van An Memorial Site (now Pham Tu Street) and route 70 in Tan Trieu commune, Thanh Tri district (old) has a total land area to be recovered of 50,910 m2.
Of which, agricultural land is 27,239.5 m2; residential land for households and individuals is 8,401.5 m2; land for agencies and organizations is 15,269.1 m2.
Up to now, the volume of recovered land has been completed at 27,239.5 m2; the volume of uncleared land is 23,670.6 m2. In addition, 110kV power lines, below 35kV, lighting systems, and water supply and drainage pipes have not been relocated.

In 2017, the People's Committee of Thanh Tri district (old) began implementing site clearance work, however, most households and individuals did not comply and did not provide relevant documents.
The reason given by the Project Management Board was that at that time, the project did not have a resettlement area to arrange for households whose residential land was recovered.
"Households do not agree to let the project measurement unit measure data on land and construction works, so the People's Committee of Thanh Tri district must use the map system and land records stored at the People's Committee of Tan Trieu commune as a basis for regulating land users, calculating the area of land acquisition and issuing a notice of land acquisition, leading to many adjustments in the ownership" - the Thanh Liet Ward Infrastructure Investment Project Management Board stated difficulties.

Regarding solutions in the coming time, the Thanh Liet Ward Infrastructure Investment Project Management Board said that it will continue to focus on accelerating site clearance work, while closely following departments and branches to seek opinions to resolve problems in the implementation process.
Recently, the Hanoi Department of Construction has issued a document requesting a number of localities and related units to speed up site clearance work, accelerating the progress of key transport projects.
For the Pham Tu intersection - Road 70, the Department of Construction requires completion of construction in the second quarter of 2026.
