On the morning of December 5, Lang Ward (Hanoi) organized the enforcement of the Decision on land acquisition to serve the site clearance work to implement the project to build Ring Road 1 from Hoang Cau to Voi Phuc in the ward.
Vice Chairman of Lang Ward People's Committee, Head of the Ha Phu Binh Land Acquisition Enforcement Board, said: Up to now, basically all 51 households have agreed to hand over the land, after receiving full compensation and resettlement houses according to regulations. Of which, 36 households had handed over the land before December 4. These households have proactively dismantled the basic items and asked the ward to support the transportation of the remaining items.
In parallel with the mobilization, the ward always prioritizes ensuring maximum benefits for people through housing support policies. In particular, for households facing difficulties in housing after land acquisition, the ward actively reviewed and instructed people to register to buy social housing according to the city's specific policies.
"Currently, there are 14 cases of approved applications for social housing. The ward will continue to carefully review cases that are actually having to relocate and no longer have other places of residence in Hanoi to guide the completion of documents, ensuring people can feel secure in resettlement and stabilizing their lives. The ward is committed to accompanying households to resolve all policies and regimes appropriately," said Mr. Ha Phu Binh.
From now until December 10, the ward will continue to organize mobilization, persuasion, and dialogue with households to hand over the project site.
In case households do not comply with the land recovery decision, the local government will enforce land recovery in accordance with the provisions of law.
Lang Ward aims to complete the land acquisition of all 597 households subject to site clearance for the Ring Road 1 project, Hoang Cau - Voi Phuc section before December 15.
The project to build Ring Road 1, Hoang Cau - Voi Phuc section (old Dong Da district, now O Cho Dua ward, Lang, Giang Vo) is more than 2.2 km long, with a cross-section of 50 m. The starting point intersects with Cat Linh - La Thanh - Yen Lang road at Hoang Cau, the end point is at Voi Phuc intersection.
The project has a total investment of more than 7,200 billion VND from the city budget. The project was approved in December 2017, expected to be completed in 2020, but behind schedule.
On December 4, 2025, the Hanoi People's Committee approved the adjustment of the implementation time of the investment project to build Ring Road 1 from Hoang Cau to Voi Phuc.
Accordingly, the project's implementation period was adjusted to the end of 2026. The reason for the adjustment is due to difficulties in site clearance, leading to the project not being completed according to the approved schedule.
The city requires the People's Committees of Lang, O Cho Dua, and Giang Vo wards to develop a detailed schedule for site clearance to be completed before December 15, 2025.
