In the afternoon of July 30, Politburo Member, Secretary of the City Party Committee, Head of the Hanoi National Assembly Delegation Tran Duc Thang chaired a working session of the Standing Committee of the City Party Committee with the Party Committee and leaders of the Hanoi People's Committee to comprehensively assess the leadership, direction, administration and organization of task implementation in the first 6 months of the year; unify key tasks and solutions for the last months of 2026.
Deploying 10 key tasks and solutions
Reporting at the conference, Member of the Standing Committee of the City Party Committee, Vice Chairman of the City People's Committee Nguyen Xuan Luu said that in the last months of 2026, the City People's Committee will focus on a number of key tasks and solutions.
First, focus on drastically implementing tasks and solutions to complete the double-digit growth target. In which, manage the growth scenario in the direction of controlling and updating closely to the actual situation weekly, quarterly, and monthly.
Second, focus on developing the construction industry, removing obstacles for businesses, prioritizing the development of 4 key industry groups: industrial processing and manufacturing, semiconductor electronic supporting industry, digital industry and accelerating the development of infrastructure for industrial clusters.
Third, develop trade, tourism, and services. In which, promote consumer demand stimulation, trade promotion, expand the market to develop e-commerce, develop OCOP products and key industrial products.
Fourth, promote disbursement of public investment capital. By the end of 2026, at least 95% of the assigned capital plan must be disbursed, and the remaining 5% will be disbursed in January 2027.
Fifth, attract investment and develop off-budget investment.
Sixth, regarding financial and credit management, the lending targets from the City Development Investment Fund will be expanded. Review the credit needs of industries and sectors that make a large contribution to growth, proactively report to competent authorities on solutions to manage credit growth limits.
Seventh, on science and technology, digital transformation and administrative reform. Effectively implement the Science and Technology Development Fund according to the policy mechanism of the Capital Law...
Eighth, in data statistics and operational services, it is required that sectors and levels, especially Hanoi City Statistics, closely monitor the implementation of the growth scenario, improve the quality of statistical work, forecasting analysis and information provision to serve the direction and administration of city leaders.
Ninth, continue to synchronously and effectively implement three strategic platforms, including: Resolution 02, Capital Law 2026 and the master plan of the Capital with a 100-year vision.
Tenth, improve the effectiveness and efficiency of state management. In which, continue to improve discipline and order, administrative discipline. Continue to consolidate the organizational structure, arrange cadres in accordance with the two-level local government model. Immediately resolve work when receiving dossiers that are overdue, do not shirk responsibility, and at the same time shift from passively waiting for organizations and businesses, communes and wards to send individual proposals to proactively grasp and orient the overall resolution of the capital's issues. Emphasizing the important task of implementing the double-digit growth target, Secretary of the City Party Committee Tran Duc Thang said that this is the responsibility, honor and commitment of the Party Committee and city government to the people of the Capital.
Secretary of the City Party Committee Tran Duc Thang proposed that the Party Committee and City People's Committee decentralize and identify tasks and projects, assign specific responsibilities so that they can be counted, evaluated, and individualized responsibilities.
