The Standing Vice Chairman of the Hanoi People's Committee, Le Hong Son, has just signed and issued Official Letter No. 5053/UBND-NC dated September 11, 2025 on promoting the implementation of fire prevention, fighting and rescue (PCCC and CNCH) in the city.
According to the direction, Heads of the City's departments, branches, and sectors, Chairmen of People's Committees of communes and wards need to closely follow the goals and requirements, seriously, resolutely, effectively and substantially implement the directions of the National Assembly, the Government, the Prime Minister, the City Party Committee, People's Council, and People's Committee on fire prevention and fighting and rescue, while promoting propaganda and fostering fire prevention skills for people to minimize damage caused by fires and explosions.
Assign the City Police to advise on amending and supplementing fire prevention and fighting and search and rescue documents in accordance with the model of the two-level government, focusing on increasing administrative sanctions in the field of fire prevention and fighting according to the provisions of the Capital Law; criteria for establishment, number of members of the Civil Defense Team and some contents and levels of expenditure to support fire prevention and fighting and search and rescue; amend and supplement the Project to improve capacity and ensure fire prevention and fighting and search and rescue safety in the Capital in the period up to 2025, with a vision to 2030; mobilize forces, means, assets of agencies, organizations, households and individuals to fight fire, rescue, and respond to large-scale fire disasters in urban areas, industrial parks, and residential areas.
Organize a review of shortcomings when implementing according to the new model; guide and report to superiors. Propagating new regulations such as Decree 106/2025/ND-CP. Organize in-depth training, especially for the People's Committees of communes and wards. Review and propose the location of the standing fire fighting and rescue force.
The Department of Construction is assigned to advise on assigning fire prevention and fighting inspection agencies according to Decree 105/2025/ND-CP of the Government. Issue Decisions related to facilities that do not ensure fire prevention and fighting, areas that do not ensure infrastructure. Guiding the People's Committees of communes and wards to invest in fire-fighting water supply systems. Coordinate with the City Police to inspect the facility according to Decree 105.
The Department of Finance advises on policies for investment in fire fighting infrastructure systems. Coordinate with the City Police, People's Committees of communes and wards to arrange locations and headquarters for fire prevention and fighting and rescue forces.
The Department of Industry and Trade, the Department of Agriculture and Environment, the Management Board of High-Tech Parks and Industrial Parks of the City in coordination with the City Police are required to inspect fire prevention and fighting with competent facilities according to Decree 105. Review the subjects of the facilities in Appendix II, promptly exchange information for effective management.
The People's Committees of communes and wards will be responsible for proactively implementing the Project to improve fire prevention and fighting and rescue capacity until 2025, with a vision to 2030. Propagating and educating the community about fire prevention and fighting laws. Mobilize 100% of households to open a second escape route, equipped with fire prevention and fighting equipment according to Plan 53/KH-UBND. Maintain the activities of the Civil Defense Team according to the instructions of the City People's Committee. Review and prepare management records of facilities subject to fire prevention and fighting. Fire prevention and fighting inspection of competent establishments according to Decree 105. Handling administrative violations according to authority (Decree 189/2025/ND-CP). Review vehicles, build mobilization mechanisms when there are fires and explosions. Investing in funding, proposing headquarters for the Fire Prevention and Rescue Force. Issue the Regulation on assigning tasks on fire prevention and fighting and search and rescue in localities.
