Vice Chairman of the City People's Committee Nguyen Manh Quyen has just signed and issued Official Letter No. 5549 dated October 13, 2025 on ensuring the safety of dykes on the Cau River, Thuong River, and Ca Lo River.
The City People's Committee assigned the Department of Agriculture and Environment, the City Civil Defense Command, the Department of Construction, the People's Committees of the communes: Da Phuc, Trung Gia, Soc Son, Noi Bai, Kim Anh, Phuc Thinh, Thu Lam, Quang Minh, Tien Thang and related departments, branches and units to strictly implement Official Dispatch No. 7773 of the Ministry of Agriculture and Environment based on their assigned functions and tasks.
At the same time, the Department of Agriculture and Environment was assigned to monitor, urge, synthesize, and report to the City People's Committee and the Ministry of Agriculture and Environment through the Department of Dyke Management and Natural Disaster Prevention and Control.
Previously, the Ministry of Agriculture and Environment issued an urgent dispatch to the Chairmen of the People's Committees of the provinces and cities: Hanoi, Thai Nguyen, Bac Ninh on ensuring dyke safety in response to particularly large floods on the Cau River, Thuong River, and Ca Lo River.
The dispatch clearly stated that due to the impact of heavy rain after storm No. 11, on Cau River, Thuong River, and Ca Lo River, there were particularly large floods, exceeding history (flood peak on Cau River at Gia Bay at 3:00 a.m. on October 8: 29.9m, exceeding 2024 history: 1.09m; at Phuc Loc Phuong at 9:00 p.m. on October 9: 9.98m, exceeding 2024 history: 0.58m; Thuong River at Huu Lung at 2:00 p.m. on October 8: 24.31m, exceeding 1986 history: 1.77m;
At Lang Thuong Fortress at 3:00 a.m. on October 9: 7.6 m, exceeding the 1986 record by 0.08 m; Ca Lo River at Manh Tan at 4:00 a.m. on October 10: 9.75 m, exceeding the 2024 record by 0.41 m).
The dike system has had 43 incidents threatening flood safety, many dike routes have had to be organized to prevent overflow on a large scale (dyke routes Cha, Ha Chau, Thai Nguyen City dike, left, right of Cau, right of Thuong, left of Thuong - Duong Duc, right of Ca Lo have been built to prevent overflow with a total length of about 20km).
To ensure dyke safety, the Minister of Agriculture and Environment requested the Chairmen of the Provincial and Municipal People's Committees to focus on directing relevant agencies and units to absolutely not be subjective or negligent; continue to mobilize forces to increase inspection, monitoring, urging and patrolling on dykes to promptly detect and handle incidents that occurred from the first hour.
Maintain forces, prepare materials, vehicles, machinery, and equipment to protect the dike. Only operate forced pumping into the river according to the operating process approved by competent authorities, while ensuring the safety of the dike against floods.
