Proactively adapt
According to the Department of Construction of Hai Duong province, a total of 2,582 cadres, civil servants, public employees and workers of provincial-level agencies will have to move to Hai Phong City to work after the merger.
According to a preliminary survey, about 1,400 people who regularly use public transport to travel in the morning - evening, while more than 700 people who do not need to travel regularly (less than 3 times/week).
Mr. Vu Van Dat - an officer working in Hai Duong province who has just moved his headquarters to Hai Phong shared: "In the first phase, the brothers were a bit confused because the travel distance was longer. But thanks to shared vehicles, it is also convenient. The work is still stable and not interrupted".
According to Mr. Do Van Quyet - an officer preparing to work at a new agency located in Hai Phong, his family is rearranging their lives, mentally preparing to work away from home. "The agency has given me specific travel plans and accommodation, so I am somewhat assured. We have determined that this is a big change, we need to proactively adapt" - Mr. Quyet said.
At Hai Duong station, Mr. Nguyen Van Hoa - a resident of Thanh Ha district waiting for the train to Hai Phong shared: "I have a daughter working in an industrial park outside of Hai Phong, I visit her every weekend. Since hearing the news of the merger of the two provinces, I have felt that traveling will be more convenient in the future, just hoping for more trains running on time and more modern stations to make it easier for people to travel".
Stabilizing the lives of cadres and workers
To help cadres, civil servants, public employees and workers in Hai Duong reduce difficulties, stabilize psychology and feel secure in their work, it is very necessary to develop and promulgate appropriate support policies for cadres, civil servants, public employees and workers in Hai Duong province to work in Hai Phong City after the merger.
According to Permanent Vice Chairman of Hai Duong Provincial People's Committee Luu Van Ban, there are currently 5 main connecting routes between the two localities including: Hanoi - Hai Phong Expressway, National Highway 5, railway line, road route through Kinh Mon - Dinh bridge - Thuy Nguyen and Thanh Ha - Quang Thanh bridge - An Lao route. These routes are initially effective in shortening travel time, creating convenience for people and civil servants.
Regarding traffic infrastructure, Hai Duong proposed that Hai Phong City consider expanding the road section from Dinh Bridge to the center of Thuy Nguyen District to enhance connectivity. At the same time, it is recommended to study a new traffic route connecting Kim Thanh district to Quan Toan area to facilitate travel between the two localities.
In response to the regular travel needs of cadres and civil servants after the merger, the leaders of Hai Duong province proposed to organize public transport such as buses and trains to support daily commute. Along with that is the arrangement of lunch and accommodation for those who want to stay in Hai Phong. In the long term, the two localities will coordinate in implementing projects to build social housing and commercial housing to stabilize the lives of cadres and workers.
At the recent meeting with the Standing Committee of Hai Duong Provincial Party Committee, Mr. Tran Cam Tu - Member of the Politburo, Standing Committee Secretary - asked Hai Duong and Hai Phong to seriously implement the Politburo's 150 conclusion on the provincial administrative arrangement. He also asked the two localities to soon agree on the plan to arrange new working offices, build public houses for officials, handle transparent and effective assets after merger. The assignment of cadres should be suitable for capacity, forte and practical requirements.
