The People's Committee of Mong Cai City has just announced that Decision No. 5328/QD-UBND dated December 8, 2015 of the People's Committee of Mong Cai City on approving the list of 8 travel agencies to pilot the reception of Chinese tourists using travel passes to visit Mong Cai and Official Dispatch No. 41/UBND-VHTT dated January 5, 2017 of the People's Committee of Mong Cai City on continuing to receive Chinese tourists using travel passes to visit Mong Cai have expired.
This means that the above 8 units are no longer exclusively receiving this type of tourist flow. Before the COVID-19 pandemic, there were quite a lot of Chinese tourists using travel passes to visit Mong Cai City, an average of several thousand visitors per day.
However, in December 2015, the People's Committee of Mong Cai City issued Decision No. 5328/QD-UBND, assigning the task of welcoming this stream of tourists to 8 travel agencies based in Mong Cai, causing the travel agencies to be upset and petition the authorities.
According to this decision, after a one-year pilot, consideration will be given to expanding to other businesses to welcome guests.
However, in Official Dispatch No. 41/UBND-VHTT dated January 5, 2017, Mong Cai City People's Committee continued to assign the above 8 units, although other travel companies continued to have opinions and complaints, because the decisions and official dispatches assigning specific names to a number of businesses to receive guests by Mong Cai City People's Committee were not in accordance with regulations.
Along with Decision No. 5328/QD-UBND dated December 8, 2015 of Mong Cai City People's Committee, Decision No. 3486/2015/QD-UBND dated November 5, 2015 of Quang Ninh Provincial People's Committee on managing travel business activities to welcome Chinese tourists through Quang Ninh province's road border gates for sightseeing and tourism in Quang Ninh province was once "whistled" by the Department of Inspection of Legal Documents, Ministry of Justice.
On October 4, 2024, the People's Committee of Quang Ninh province issued Decision No. 42/2024/QD-UBND on abolishing Decision No. 3486/2015/QD-UBND dated November 5, 2015 of the People's Committee of Quang Ninh province.
According to travel companies specializing in welcoming Chinese tourists through Mong Cai Border Gate, from 2023 to now, the number of Chinese tourists using passports to visit China has been very small, only Vietnamese tourists using passports to go to Dongxing, China has increased sharply.
