Stabilize organization and staffing
Can Tho City has recently merged 4 wards of Ninh Kieu district, including An Phu, An Nghiep, An Cu and Thoi Binh (old), into a new ward called Thoi Binh (new), bringing many practical results.
As a resident of An Cu ward (old) merged into Thoi Binh ward (new), Ms. Bui Thi Lan Huong excitedly said: "I am very happy because after the merger, the government apparatus is stable and always creates favorable conditions for the people, contributing to improving the people's lives in terms of culture, spirit, economy, etc.".
Speaking with Lao Dong, Ms. Nguyen Thi Hong Nga - Chairwoman of the People's Committee of Thoi Binh Ward (new) - said that after a period of operation (starting from November 19, 2024) according to the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units, up to now, Thoi Binh Ward (new) has stabilized its organization and staffing.
For the People's Council delegates of 4 wards, before being arranged to form the People's Council of Thoi Binh ward (new), they will continue to operate until the end of the 2021 - 2026 term according to regulations. Currently, the total number of People's Council delegates of the ward is 73 delegates.
Up to now, the ward has completed and submitted a project to rename areas to avoid duplicate names according to the Circular of the Ministry of Home Affairs. Thus, the whole Thoi Binh ward has 17 areas.
The number of cadres and civil servants currently deployed in the ward is 59. The number of non-professional workers is 32 (10 people are expected to resign), the remaining 22 are deployed in the ward, currently stable and working well.
Ms. Nga added that the merger of wards resulted in a four-fold increase in the number of applications compared to before. However, the ward has arranged civil servants to receive and process applications promptly, ensuring quality and on time according to regulations.
“However, the number of ward officials and civil servants is still high. Therefore, it requires a streamlined, professional, modern, effective and efficient workforce,” Ms. Nga commented.
Streamline the organization, optimize resources
According to the People's Committee of Can Tho City, after the merger, the city reduced 3 commune-level administrative units. After arranging personnel for the new ward, there are about 114 redundant people (statistics as of December 1, 2024) after the arrangement (excluding the ward police force).
The City People's Committee has submitted to the City People's Council for consideration and issuance of a Resolution on promulgating support policies for redundant personnel of agencies and organizations, with a total estimated cost of about 5.36 billion VND.
The number of communal-level cadres and civil servants arranged according to regulations has decreased, with some key cadres and civil servants retiring or applying for leave. The number of non-professional communal-level workers arranged has decreased, with some people arranged according to regulations.
After the reorganization, Ninh Kieu district has 33 houses and land facilities being used for work. According to Ninh Kieu district's plan, 31 facilities will continue to be used for operation; 1 facility will be transferred to be the headquarters of Thoi Binh Ward Police and 1 other facility will be sold because of surplus and no longer needed,...
The merger of four wards in Can Tho has brought about many practical results, not only helping to streamline the administrative apparatus and optimize resources, but also creating momentum for local socio-economic development and improving the quality of life of the people.
After the reorganization, Can Tho City has 9 district-level administrative units; 80 commune-level administrative units. Ninh Kieu District has 8 wards, of which Thoi Binh Ward (new) has a natural area of 1.99km2 and a population of 56,364 people.
