According to the above telegram, at 7:00 a.m. today (July 31), the upstream water level of Thac Ba Lake (Lao Cai Province) was at 55.93 m; downstream water level was 24.50 m; the flow to the lake was 292 m3/s; the total downstream flow was 503 m3/s.
To ensure safety, the leaders of the Ministry of Agriculture and Environment ordered the Director of Thac Ba Hydropower Joint Stock Company to close the water surface spillways No. 1 and 3 at 4:00 p.m. on July 31.
On that basis, the Director of Thac Ba Hydropower Joint Stock Company closely monitors the developments of floods, construction safety, flow to the reservoir, the water level upstream and downstream of the reservoir, promptly reports to the Ministry of Agriculture and Environment, through the Department of Dyke Management and Natural Disaster Prevention and Control and related agencies.



The Ministry of Agriculture and Environment has sent an official dispatch to the People's Committees of provinces and cities (Hanoi, Lao Cai, Tuyen Quang, Phu Tho), requesting localities to immediately notify authorities at all levels, people, and organizations operating on rivers and along rivers to know information to proactively take measures to ensure safety and adjust operations appropriately.
3 days before, the Ministry of Agriculture and Environment also ordered the Director of Thac Ba Hydropower Joint Stock Company to open the spillway at 4:00 p.m. on July 28 to urgently bring the upstream water level of the lake to the elevation of 56.0m. Then, adjust the aperture to maintain the upstream water level not exceeding 56.0m.
