The Deputy Prime Minister assigned the Lai Chau Provincial People's Committee to be responsible for proactively balancing local budget expenditures, along with the supported funds and other legal financial resources to implement urgent tasks to overcome the consequences of natural disasters.
At the same time, manage and use the above-mentioned additional funds to ensure publicity, transparency, the right purpose of use, the right subjects, and in accordance with the provisions of the law on the state budget and other relevant legal documents, without allowing losses or negativity.
Previously, from the night of July 15-19, heavy to very heavy rain occurred in Lai Chau province, with common rainfall from 150-300mm, some stations measured very heavy rainfall such as Pac Ta (397mm), Hua Bum (389mm). Especially, since the beginning of July, local rainfall has exceeded 900mm.
Prolonged heavy rain caused a terrible flash flood in Muong Than commune on the morning of July 17. According to the latest statistics, natural disasters have killed 6 people, 2 people missing and 10 people injured.
Regarding property, 28 houses were completely collapsed, 224 houses were damaged or flooded, and 526 households had to be urgently evacuated. In addition, more than 408 hectares of rice and crops were destroyed; many national highways (QL4H, QL12, QL32, QL279) and provincial roads were seriously landslides, causing localized traffic disruption.
According to a quick report from the Department of Dyke Management and Disaster Prevention (Ministry of Agriculture and Environment), as of 3:00 PM on July 20, prolonged rain and floods in Lai Chau province have caused serious damage to people and property, estimated total damage value of about 270 billion VND.
