Difficulties in connection procedures
On September 9, Mr. Truong Chi Trung - Director of the Quang Tri Department of Construction said that the Department has just sent a document to the Dong Hoi Environment and Climate Change Project Management Board (PMU) regarding the connection of the route from Nhat Le 2 Bridge to Ho Chi Minh Road, Dong Branch, with National Highway 1, Dong Hoi bypass route.
This is a route under the Coastal City Sustainable Environment Project - Dong Hoi City Sub-project, invested by the Dong Hoi Environment and Climate Change Project Management Board. The project has been completed and put into operation since 2024. However, due to problems with procedures for connecting the branch road to the National Highway, the final intersection with National Highway 1 to avoid Dong Hoi has not yet been completed.
Mr. Truong Chi Trung informed that from January 1, 2025, the 2024 Road Law and Decree 165/2024/ND-CP of the Government will officially take effect, detailing issues on road traffic connection. In Clause 1, Article 27, Decree 165/2024/ND-CP stipulates: "The location of road intersections to connect routes determined in road network planning, road infrastructure planning, regional planning, provincial planning, urban planning... does not have to comply with the provisions of Article 29 of this Decree".
Thus, the location of the road intersection from Nhat Le 2 bridge to National Highway 1 of Dong Hoi bypass is included in the road traffic network development plan of Quang Binh province for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister.
This is also the main urban traffic axis in the Project to adjust the General Planning for the construction of Dong Hoi and surrounding areas until 2045. Therefore, the connection only requires the implementation of procedures for approving the design and granting a construction permit for the intersection, without requiring the consultation of a BOT investor or a competent State agency.
Ensuring smoothness and safety
Recently, the People's Committee of Quang Tri province issued Decision No. 931/QD-UBND approving the investment policy for the project to complete the intersection and auxiliary infrastructure system of Dien Bien Phu road (Dong Hoi ward, Quang Tri town). The project is invested by the Dong Hoi Environment and Climate Change Project Management Board, with a total estimated capital of more than 20 billion VND from the provincial budget and medium-term capital for the period 2026-2030.
The goal is to complete the traffic infrastructure, improve the ability to connect National Highway 1, Ho Chi Minh Road and the East-West axes, thereby contributing to socio-economic development and urban beautification. The items include building new intersections, drainage systems, sidewalk paving, LED lighting, planting trees along the route and the median strip. The implementation period is in the period of 2025-2027.
Previously, as reported by Lao Dong Newspaper, Dien Bien Phu route connecting Nhat Le 2 bridge to National Highway 1 bypass through Dong Hoi has been built for more than 2 years, with a scale of 4 lanes, but the end point of the route has not been connected due to problems with the BOT project implemented by Truong Thinh Group Joint Stock Company. Due to the lack of an intersection, there are very few vehicles traveling on this route; at the end of the route, a fence made of concrete blocks must be placed to prevent vehicles.
It is known that the road section from Nhat Le 2 Bridge to the un auctioned location is 1.4km long, with a 36m wide roadbed, a total investment of 165 billion VND, using World Bank-funded capital. The project was basically completed on June 30, 2023, but has not yet been effective due to lack of connection.
