On October 22, according to the Department of Labor, Invalids and Social Affairs of Thanh Hoa province, the province currently has 4,351 security and order protection teams at the grassroots level, with a total of 13,053 members. The regular monthly support level for this force ranges from 0.56 to 0.7 times the basic salary (depending on the type of village or residential group).
According to the Resolution of the People's Council of Thanh Hoa province, the security and order protection team is established in each village and residential group in Thanh Hoa province on the basis of strengthening the Civil Protection Force, the part-time Commune Police that are still being used and the Captain, Deputy Captain of the Civil Defense Team or selected according to the provisions of law. The security and order protection team is arranged with 3 members (including 1 team leader, 1 deputy team leader and 1 team member).
Regarding the regime, for villages and residential groups of type 1, the Group Leader enjoys a coefficient of 0.7 compared to the basic salary/person/month; the Deputy Group Leader enjoys a coefficient of 0.65 compared to the basic salary/person/month; and the Group Member enjoys a coefficient of 0.6 compared to the basic salary/person/month.
For villages and residential groups of type 2 and type 3: The group leader enjoys a coefficient of 0.65 compared to the basic salary/person/month. The deputy group leader enjoys a coefficient of 0.6 compared to the basic salary/person/month. Group members enjoy a coefficient of 0.56 compared to the basic salary/person/month.
Thus, with 4,351 security and order protection teams at the grassroots level, with 13,053 members in Thanh Hoa, each month it must spend about more than 18 billion VND to maintain the regular monthly support level alone.
In addition, members of this group, if participating in voluntary social insurance, will receive state support to pay a percentage of the monthly social insurance premium according to the poverty line for rural areas equal to 10% for other subjects as prescribed in Point c, Clause 1, Article 14 of Decree No. 134/2015/ND-CP dated December 29, 2015 of the Government.
Support the contribution level equal to 50% of the health insurance contribution level of the fourth person for households specified in Point e, Clause 1, Article 7 of Decree No. 146/2018/ND-CP dated October 17, 2018 of the Government.
Regarding allowances, the Resolution of the People's Council of Thanh Hoa province stipulates that the allowance for people participating in the security and order protection force at the grassroots level when on duty from 10:00 p.m. the previous day to 6:00 a.m. the next day is 50,000 VND/person/night but not more than 200,000 VND/person/month.
The allowance for employees on duty on days off, holidays, when performing heavy, toxic, dangerous or especially heavy, toxic, dangerous work according to the provisions of the law on labor is 100,000 VND/person/day but not more than 300,000 VND/person/month.
The level of allowance for additional working days when performing duties in border areas, mountainous areas, areas with particularly difficult socio-economic conditions, ethnic minority areas or key commune-level administrative units in terms of national defense: allowance of VND 50,000/person/day but not exceeding VND 300,000/person/month.
People participating in the security and order protection force at the grassroots level but have not participated in health insurance or social insurance, during the time of performing tasks as assigned, according to the plan of the competent authority or when being mobilized to perform tasks, if they get sick, have an accident or are injured and have to be treated at a medical facility (including cases of relapse), will be supported with payment of 40% of the cost of medical examination and treatment and supported with food allowance of 50,000 VND/person/day until their health is stable and they are discharged from the hospital; in case of death while performing tasks, relatives will receive a death and funeral allowance equal to 10 times the monthly support level.
The funding source for implementation is guaranteed from the provincial budget, district budget and commune budget according to the provisions of the State Budget Law on decentralization of revenue sources and current local budget expenditure tasks.
