The Pham Van Bach Street expansion project, passing through Tan Binh and Go Vap districts, was approved by the Ho Chi Minh City People's Committee in 2005 with a total initial investment of more than 273 billion VND.
This is a project implemented in the form of "The State and the People work together". Households that were partially cleared contributed by reducing the compensation value by 50%.
The total initial cost of compensation and site clearance is more than 195 billion VND, of which the Ho Chi Minh City budget spends nearly 148 billion VND, and the people contribute more than 47.6 billion VND.
However, over time, the project has been adjusted many times, the total investment capital has increased to about 680 billion VND, mainly to supplement compensation costs.
The project is divided into two branches. In particular, branch 1 (on Tan Son Street, Go Vap District) extending 2.2km from the Military Control Gate to Quang Trung Street, with a 12 - 22m wide road surface for 2 - 4 lanes of traffic, has been completed and put into use.

On the contrary, branch 2 on Pham Van Bach Street is 3.2km long, 13.5 - 23m wide, and is still unfinished. Since 2019, the project has had to be temporarily suspended due to land clearance problems from 57 households that have not yet handed over.
Currently, on Pham Van Bach Street, many houses that have not been cleared are still interspersed between households that have handed over the site, creating a messy and unsynchronized landscape.
Many narrowed sections of the road are only 6 - 7m wide, forming "bottleneck" bottlenecks, causing frequent traffic congestion, especially during rush hour.
The situation of encroaching on sidewalks for business and spontaneous markets has further caused chaos in traffic in the area, especially the section adjacent to Truong Chinh Street.

According to the People's Committee of Tan Binh District, compensation and site clearance work has encountered many difficulties because some households have not agreed with the policy of "The State and the people work together". These households have opinions on the route, land prices and support policies for encroached land, causing the progress to be prolonged.
To date, out of a total of 702 related cases, 631 cases have agreed to receive compensation (reaching 89.88%), and 645 cases have handed over the site (reaching 91.88%).
However, there are still 57 cases that have not yet handed over the site, which is the main reason why branch 2 of the project cannot continue implementation.

Tan Binh District People's Committee said that it has directed functional units to continue to increase mobilization, contact with people, answer questions, and reach consensus to soon complete site clearance work.
In addition, the Traffic Construction Investment Project Management Board (investor) is required to review the route, resolve people's petitions and immediately deploy construction at locations with vacant premises, in order to improve urban aesthetics and reduce traffic pressure.
Tan Binh District People's Committee aims to complete compensation and site clearance in the third quarter of 2025, creating conditions for the completion of the entire route, improving traffic capacity connecting the gateway area of Tan Son Nhat airport.
