Khanh Hoa voters reflected that National Highway 27B, at the connection point of National Highway 1A in the southern area of Khanh Hoa with Ninh Thuan and Lam Dong provinces, also plays the role of a route leading the North - South expressway, Cam Lam - Vinh Hao section to Cam Ranh city.
However, currently, the roadway is only 6 m to 7 m wide, while the traffic volume through this section is very large, especially since the North - South Expressway section Cam Lam - Vinh Hao was put into use.
The dense traffic density and the majority of heavy-duty vehicles in circulation have seriously degraded the road surface. The road is very narrow but is the main traffic intersection of local people, so traffic collisions often occur.
Therefore, voters hope that the Ministry will consider and prioritize the early expansion and upgrading of National Highway 27B according to the approved plan to ensure traffic safety for people.
Voters also requested the urgent implementation of the inter-regional road project connecting Khanh Hoa with Ninh Thuan and Lam Dong (traffic route from National Highway 27C to Provincial Road 656 of Khanh Hoa province).
Responding to this issue, the Ministry of Construction said that regarding investment in upgrading and expanding National Highway 27B as follows:
According to the road network planning for the period 2021 - 2030, with a vision to 2050, National Highway 27B through Khanh Hoa province is 9km long, level III scale, 2-4 lanes.
In the period of 2021 - 2025, due to difficulties in capital sources, it is not possible to allocate capital to invest in National Highway 27B through Khanh Hoa province.
Currently, implementing the Road Law and Decree No. 165/2024/ND-CP dated December 26, 2024 of the Government, the Ministry of Construction is implementing the handover of national highways that will be delegated to the Provincial People's Committee for management, including National Highway 27B.
The Ministry of Construction recommends that localities prioritize balancing and arranging investment capital for National Highway 27B as voters mentioned above. The Ministry of Construction will coordinate with localities to report to competent authorities for consideration, investment in upgrading and expanding the route in the period of 2026 - 2030.
Although there is not enough capital to expand the project, to ensure traffic safety, the Ministry of Construction has assigned the Vietnam Road Administration to implement regular maintenance and periodic repair work in 2023 to 2024 with a budget of about VND 6.044 billion, expected to be about VND 7.071 billion in 2025 to continue maintenance, repair, ensure safe operation and facilitate people's travel.
Regarding the implementation of the inter-regional road project connecting Khanh Hoa with Ninh Thuan and Lam Dong, the Ministry of Construction said as follows:
The road project from National Highway 27C to Provincial Road 656, Khanh Hoa Province - connecting with Lam Dong Province and Ninh Thuan Province is under the investment management authority of the People's Committee of Khanh Hoa Province.
Currently, the project has selected a construction contractor and is implementing site clearance. Therefore, the Ministry of Construction requested the People's Committee of Khanh Hoa province to urgently direct relevant units to complete procedures to promptly hand over the site to the construction contractor to implement the construction on schedule as required.
