Ha Tinh voters proposed to allocate funds to upgrade National Highway 1 from Km 516 - Km 587 (section through Ky Anh town and Vung Ang Economic Zone) with a length of 26 km.
Currently, the road has seriously degraded, often flooded during the rainy season, with the risk of accidents and traffic congestion.
Voters said that before the 5th session of the 15th National Assembly, the National Assembly Delegation of Ha Tinh province made a recommendation and the Ministry of Transport (now the Ministry of Construction) had responded in Official Dispatch No. 8593/BGTVT-KHDT dated August 8, 2023 and will study and invest at an appropriate time when the capital source is balanced. However, this is an urgent content that needs timely investment attention.
Regarding the content of the above voters' petition, the Ministry of Construction said that according to the road network planning for the period 2021 - 2030, with a vision to 2050, National Highway 1 has a scale of level III, 4 lanes.
Current status, National Highway 1 through Ky Anh town and Vung Ang Economic Zone (Km 561 to Km 587) has a scale of 2 lanes, road surface width of 12 m; asphalt concrete road surface structure.
To comply with the approved planning and reduce traffic through the center of Ky Anh town, the Ministry of Transport (now the Ministry of Construction) has invested in a Ky Anh town bypass and a Deo Con bypass with a scale of 2 lanes.
As voters have stated, in document No. 8593/BGTVT-KHDT, the Ministry of Transport (now the Ministry of Construction) has noted the proposal of voters of Ha Tinh province and will study and invest at an appropriate time when capital is balanced.
Currently, the Ministry of Construction is coordinating with relevant ministries and branches to develop a medium-term public investment plan for the period 2026 - 2030 to report to competent authorities for consideration and decision. The plan includes investment in National Highway 1 routes that have not been invested in expansion according to the planning scale (including the section through Ky Anh town and Vung Ang Economic Zone).
