Bui Van Hoa Street to National Highway 51 is often congested
Mr. P.V.H, residing in Long Hung ward, said that his family lives near Bui Van Hoa road, often witnessing serious traffic congestion, especially during rush hours, causing many difficulties for people in traveling and living.
Currently, people in the area are especially interested in the project implementation progress, because this is a project of great significance in reducing congestion, ensuring traffic safety and improving the quality of urban infrastructure and requesting that authorities soon speed up the project implementation process to improve travel conditions and people's lives.
According to the Department of Construction, Dong Nai province is very interested in and has identified the investment in upgrading and expanding Bui Van Hoa Street as a key and urgent task to completely resolve the long traffic congestion that people have reported.

On April 1, 2025, the Provincial People's Committee issued Document No. 3418/UBND-KTNS approving the project investment policy. Up to now, the pre-feasibility study report has been basically completed by the Project Management Board of Area 1 (formerly implemented by the People's Committee of Bien Hoa City). The authorities are urgently preparing documents to adjust the investment policy (expected to adjust the investor from the old Bien Hoa City People's Committee to the Dong Nai Provincial Construction Investment Project Management Board) to suit the new organizational structure, preparing to submit to the Provincial People's Council for approval as a basis for project implementation.
Dong Nai province is facing difficulties in balancing local budget capital due to the need to prioritize capital allocation for many other key national and provincial transport projects (such as Ring Road 4, routes connecting Long Thanh airport) in the 2026-2030 medium-term public investment plan.

In this reality, to ensure that the project is still implemented according to the plan for the 2026-2030 period, the Provincial People's Committee has shown high determination by recommending the Ministry of Finance to supplement the need for central budget support to implement the Bui Van Hoa Road Upgrade and Expansion Project in the 2026-2030 period in Document No. 4989/UBND-KTNS dated September 10, 2025.
At the same time, the Provincial People's Committee is also actively implementing internal solutions, including using counterpart funds from reviewing and issuing Land Use Rights Certificates along the route, because the origin of land along Bui Van Hoa Street is mainly National Defense land granted to military households before, most of which have not yet been granted Land Use Rights Certificates.
Expanding 5.56 km of Bui Van Hoa Street to 10 lanes
Bui Van Hoa Street currently has a road surface width of only 12-15m, large traffic volume, and frequent traffic jams and congestion, especially during rush hours.
In May 2025, the Department of Construction said that Dong Nai province is inviting investors to the project to upgrade and expand Bui Van Hoa Street, with a scale of 10 lanes, about 5.56 km long. The project has a total investment of VND 8,052 billion, in the form of public-private partnership (PPP).

Bui Van Hoa Street has the beginning of the route intersecting with National Highway 1 (Tam Hiep underpass), the end point of the route is the roundabout at the intersection with Vo Nguyen Giap Street. Along this route, many industrial parks such as Bien Hoa Industrial Park 2, Loteco Long Binh Industrial Park... are connected.
This is a vital route connecting the urban area of Bien Hoa city (now Tran Bien, Long Binh, Long Hung wards). At the same time, connecting from National Highway 51, Vo Nguyen Giap Street, Bien Hoa - Vung Tau Expressway to Hanoi Highway, thereby reducing pressure, reducing traffic congestion at Vung Tau intersection, contributing to completing the main traffic network connecting to Long Thanh International Airport.

After being implemented and put into operation, the project will solve traffic congestion, improve service capacity of the urban center traffic system, ensure traffic safety and technical infrastructure. At the same time, it contributes to improving the landscape and urban space for Tran Bien, Long Binh, and Long Hung wards. Therefore, investment is extremely necessary to serve the socio-economic development and travel needs of the people.
