This was a very complicated period of rain, lasting for many days, with the heaviest rain concentrated from November 5 to 8.
To proactively prevent and respond to floods and landslides in the province, the Chairman of the People's Committee of Thua Thien Hue province has issued a telegram promptly directing and implementing response work according to the "four on-site" motto according to assigned tasks and authorities, avoiding being passive or surprised to ensure safety of life and minimize property damage for people.
Request coastal localities, Hue city, Phong Dien, Quang Dien, Phu Vang, Phu Loc districts to urgently overcome the consequences of floods and storm No. 6. Strengthen propaganda and mobilize people to have plans to reserve food and essential necessities to proactively respond to floods and isolation that may last for a long time.
Risk of widespread urban flooding
The People's Committee of Thua Thien Hue province requires localities to review plans and options for evacuating people, disaster response plans, and slope areas at risk of landslides during heavy rains, flash floods, and inundation; for coastal and lagoon areas, it is necessary to strictly manage boats going out to sea, and not let people take shelter on boats or aquaculture rafts when there are strong winds.
Require owners of irrigation and hydropower reservoirs to inspect approved disaster response plans; continue to proactively operate reservoirs to ensure flood capacity for heavy rains in the coming days; monitor, strictly implement and operate the works according to approved procedures to ensure safety of the works and downstream areas.
According to the Steering Committee for Natural Disaster Prevention and Control of Thua Thien Hue province, in the past 24 hours, the province has had rain, moderate rain, scattered heavy rain, and very heavy rain in some places. The rainfall from 2:00 p.m. on November 2 to 2:00 p.m. on November 3 was generally 30 - 80mm, some places were higher: Loc Tien (Phu Loc) 80.2mm, Bach Ma National Park 88.8mm, Bach Ma 152.4mm, Bach Ma peak 163.2mm.
Heavy rains are likely to cause floods, flash floods, landslides, and rock slides in mountainous areas and along rivers and streams; landslides on river banks and riverside wharves in all districts, towns, and Hue City.
People need to proactively guard against heavy rain in a short period of time (can reach over 150mm/hour and over 300mm/6 hours) which can cause widespread urban flooding across the province. After November 9, the rain situation in Thua Thien Hue will remain very complicated, so it is necessary to pay attention to further heavy rain forecasts. Warning level of natural disaster risk due to heavy rain: Level 2.
On November 3, the Traffic Police Team of Hue City Police conducted patrols and controls on the route, coordinating with the local police units (Dong Ba, Thuan Hoa, Gia Hoi, Vinh Ninh, Phu Mau) to bring vehicles to safe anchorages. At the same time, they organized propaganda and signed commitments not to arrange people on the vehicles when storms occurred for 90 tourist boats, 40 civilian boats, 2 ferry piers as well as prepared vehicles such as canoes and safety equipment to be ready to serve rescue work during the rainy season.
