On the morning of November 3, Vinasarcom (PCTT&TKCN) of Thua Thien Hue province said that it had issued an order to operate and regulate the Binh Dien hydropower reservoir (Huong Tra town).
According to the PCTT&TKCN Board, the water level of Binh Dien Lake at 7:00 a.m. on November 3 was at +77.41m, the flow to the lake was 230m3/s, the flow downstream was 514m3/s.
Ta Trach Lake is at +30.09m, the inflow to the lake is 83m3/s, the downstream flow is 203m3/s. Currently, through monitoring data reports, Ta Trach Lake has reached the lowest water level to receive floods, the operating flow has decreased, the water level of Huong River at Kim Long is at a low of 1.3m.
To quickly lower the water level of the reservoir to create flood prevention capacity, ensuring the safety of works and downstream areas in the coming natural disasters, the Steering Committee for Flood and Storm Prevention and Control of Thua Thien Hue province requested to continue adjusting the flow rate of Binh Dien hydropower reservoir through the spillway and turbine with a gradually increasing flow rate, avoiding sudden changes of about 650 - 900m3/s. Adjust operations depending on the actual flow rate to the reservoir. The time to start gradually increasing the flow rate is at 8:30 a.m. on the same day.
Request Binh Dien Hydropower Joint Stock Company to organize announcements and warnings for downstream areas, closely monitor water level developments on the Huong River at Kim Long station.
Localities downstream of Binh Dien hydropower reservoir strictly prohibit boating, firewood collection, fishing, etc. on rivers and canals (except in special cases and with approval from competent authorities), and notify people to proactively prevent.
Thua Thien Hue Province State-owned Irrigation Works Management and Exploitation Company organizes a shift to operate the dam and sluice gate system to ensure flood drainage for the downstream area of Binh Dien Hydropower Plant.
As of the morning of November 3, according to the Steering Committee for Disaster Prevention and Control of Thua Thien Hue province, only a few roads in Phong Binh commune (Phong Dien district) and Quang Thanh commune (Quang Dien district) were flooded due to heavy rain.
