On the afternoon of November 16, the Hue City Civil Defense Command issued an operating order to regulate the two hydropower reservoirs of Huong Dien and Binh Dien to cope with heavy rain.
At Huong Dien Lake, at 1:30 p.m. the same day, the water level was at +53.74m (normal water level of +58m), the flow to the lake was 1,321m3/s, downstream was 522m3/s. To ensure the safety of the dam and downstream, the authorities requested to gradually increase the discharge through the spillway and turbine from 800 - 1,500m3/s, adjusted according to reality, starting from 4pm.

Huong Dien Hydropower Joint Stock Company is required to notify and warn with a horn and loudspeaker; closely monitor the flow to the lake and the water level of the Bo River. communes and wards downstream strictly prohibit boats, firewood, fishing... to ensure safety.
On the same day, the Hue City Civil Defense Command also issued an order to regulate Binh Dien Lake. At 2:45 p.m., the lake's water level reached +78.85 m (normal water level of +85 m), the flow to the lake was 1,035 m3/s, downstream was 520 m3/s. The discharge flow is required to increase gradually from 850 - 1,500m3/s, starting from 7:00 p.m., depending on the actual flow.
According to the Hue City Hydrometeorological Station, from November 16 to 18, the area will continue to have heavy to very heavy rain; total rainfall in the plains will be 150 - 300mm, some places over 400mm; mountainous areas will be 200 - 400mm, some places over 500mm.

After November 19, Hue will continue to have rain, scattered moderate rain, some places will have heavy to very heavy rain. Total rainfall from November 16 to 19 in the plains is 200 - 450mm, some places over 600mm; mountainous areas 300 - 600mm, some places over 800mm.
The river water level at 4:00 p.m. on November 16 was: Huong River at Kim Long station: 1.30m, 0.3m higher than alert level I; Bo River at Phuoc station: 2.12m, 0.62m higher than alert level I.
