On the morning of July 22, many localities in Hung Yen province had strong winds, cloudy skies, and no rain. Some roads were deserted, with trees knocked down by strong winds that lasted from dawn.
From around 3am, many areas in the province began to have strong winds in each storm. In Pho Hien, Son Nam, Hong Chau wards... all recorded strong gusts of wind, causing many advertising signs to shake, the roofs of the tents to be skewed, the trees to break branches or tilted onto the road.
On many central routes such as Nguyen Van Linh, Dien Bien, Ho Xuan Huong, Pham Ngu Lao..., the number of vehicles and passengers has decreased significantly compared to normal days. Trading areas were also closed early, people took advantage of reinforcing their houses, moving flying objects that could flip over due to strong winds.

In residential areas along the Red River, authorities have organized patrols and reminded people not to go to the riverbank during strong winds. Some cage fish farming households have proactively re-anchored the raft system and released additional fixed ropes since yesterday afternoon.
In the inner city, schools and administrative agencies have announced the suspension of all outdoor activities. The ward-level disaster prevention and control shock team is ready with people and vehicles to support evacuation and rescue if the situation is complicated.

The Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of Hung Yen province requires localities not to be subjective, continue to be on duty with 100% of the force, check vulnerable points such as ponds, works under construction, drainage systems and residential areas near the river. The evacuation scenario and the "4 on-site" plan have been thoroughly grasped in each residential group.
It is forecasted that in the coming hours, Typhoon Wipha will continue to approach the mainland with strong winds, heavy rain accompanied by possible thunderstorms. The Hung Yen provincial government calls on people to limit going out, proactively monitoring information from official channels to promptly respond to all situations.
