Hung Yen accelerates the progress of 3 key transport projects

Hung Yen - Hung Yen province requests to focus on removing obstacles and accelerating the progress of 3 key transport projects in the area.

On July 16, Vice Chairman of the Provincial People's Committee Lai Van Hoan chaired a meeting to listen to the Investment and Construction Project Management Board No. 1 and localities report on the progress of the implementation of projects: East - West I road (section from DT. 378 to DT. 382B), Ring Road 3.5 (section from DT. 378 to QL. 5) and renovation and upgrade of To Quyen road (section from Ring Road 3.5 to QL. 5).

According to the report, the East-West I road project has a total investment of 1,310 billion VND from the provincial budget, more than 4.53km long, connecting from DT. 378 to DT. 382B through Nghia Tru and Van Giang communes, implemented in the 2024 - 2027 period.

To date, the project has been handed over about 2.5km of site; contractors are also constructing roadbeds, treating weak soil foundations and building 3 bridges on the route. However, progress is still facing difficulties due to slow site clearance, and about 165 households have to be resettled, material prices have increased, and sand filling sources are scarce.

For the Ring Road 3.5 project (section from DT. 378 to QL. 5), the route is about 8.67km long, passing through Van Giang, Nghia Tru and Nhu Quynh communes, with a construction package value of nearly 472 billion VND.

After starting construction on January 19, 2026, site clearance work achieved some results but did not meet requirements, the handed-over site was not continuous, so there were not enough conditions for synchronous construction. Currently, contractors are mainly deploying the construction of bridge items, component casting yards and preparing materials.

Meanwhile, the project to renovate and upgrade To Quyen road (section from Ring Road 3.5 to National Highway 5) has a total estimated investment of 517 billion VND, invested by Nghia Tru Commune People's Committee, implemented in the 2026 - 2027 period. Up to now, the locality has completed the review and issued land acquisition notices for 63/65 residential land plots and studied the location of the resettlement area. According to preliminary review, the project has about 23 households subject to resettlement and 10 households compensated with land.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Lai Van Hoan acknowledged the proactiveness of departments, branches, localities, investors and contractors, but emphasized that the progress of site clearance at some locations has not yet met the requirements.

Mr. Hoan requested units to closely monitor the progress assigned by the Provincial People's Committee, mobilize the entire political system to participate in propaganda and mobilize people to agree on site clearance work; and at the same time mobilize maximum human resources and vehicles to compensate for the slow progress. Construction Investment Project Management Board No. 1 needs to closely coordinate with localities to accelerate site clearance of the remaining area so that contractors have conditions to construct synchronously.

Relevant departments and agencies are assigned to urgently complete procedures for resettlement, licensing and related contents, and build detailed progress roads for each project, not allowing administrative procedures to affect the overall progress.

Regarding the East-West I road project, the Vice Chairman of the Provincial People's Committee requested to focus highly on site clearance, mobilize maximum manpower and machinery, organize continuous construction, ensure project completion according to plan and meet the completion progress of PVF stadium. Units must regularly report progress, promptly propose solutions to remove difficulties and obstacles for the Provincial People's Committee to direct.
