On June 25, Mr. Nguyen Manh Quyen - Chairman of the Provincial People's Committee - chaired a meeting to listen to reports on the situation, progress and difficulties and obstacles in site clearance (GPMB) of key public investment projects in the province.
At the meeting, delegates reviewed and evaluated the results of the implementation of 10 key projects, including: Ring Road 4 - Hanoi Capital Region; Ring Road 3.5 (section from DT. 378 to National Highway 5); component project 1.3 of the Ngoc Hoi bridge project and approach roads at both ends of the bridge; Thanh Nien road; East - West I road; Ninh Binh - Hai Phong expressway section through Hung Yen; road from Thai Binh ward to Hung Ha commune; Lao Cai - Hanoi - Hai Phong railway line; road connecting cultural heritage, tourism and economic development along the Red River; DT. 384 road and National Highway 38B bypass.
According to reports, many projects have basically completed land clearance for agricultural land, and the construction of resettlement areas and the relocation of technical infrastructure have been actively implemented.
However, some projects still face difficulties related to land clearance for residential land, determining land origin, handling disputes, arranging resettlement, relocating technical infrastructure works, cemeteries, landfills and some cases where people do not agree with compensation and support plans.
Departments, branches, localities and investors have specifically reported on the progress of each project, clarified the causes of existence, and proposed solutions to remove obstacles to accelerate site clearance progress, ensure construction and disburse public investment capital.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Manh Quyen requested departments, branches, and localities to improve responsibility, strengthen coordination, focus on definitively resolving difficulties under their authority; accelerate the progress of building resettlement areas, complete compensation, support and resettlement dossiers; strengthen propaganda and mobilization to create consensus among the people.
The Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to advise on the establishment of a working group to support localities in handling arising problems; coordinate to resolve issues related to land origin, compensation plans, resettlement and issues in the fields of land and environment.
Construction Investment Project Management Boards No. 1 and No. 2 are assigned to regularly monitor progress, promptly summarize and report difficulties beyond their authority.
For projects under implementation, the Chairman of the Provincial People's Committee requested to focus on accelerating the implementation progress, removing bottlenecks in procedures, site clearance and technical infrastructure; urgently complete investment preparation for projects expected to start construction in the near future, ensuring sufficient conditions for implementation when capital is allocated.
At the same time, requesting units to regularly review progress weekly and monthly; focus on thoroughly handling existing problems, striving to complete site clearance work according to plan, creating favorable conditions for investors and contractors to accelerate construction, contributing to promoting socio-economic development of the province.
