On March 26, the Traffic Police Department (PC08) - Ho Chi Minh City Police informed about the incident related to a clip recording a scene of a traffic police officer fighting with a man in the center of District 1 (Ho Chi Minh City).
Previously, a clip circulating on social media recorded a scene of a man running on the road, behind him was a traffic police officer chasing him.
After catching up, the traffic police controlled this person, then the two sides got into a fight. Many people around the area witnessed and recorded the video.
According to information from PC08 Department, the incident occurred on the evening of March 23, at the intersection of Tran Hung Dao - Tran Dinh Xu (Co Giang Ward, District 1). Traffic police appear in the clip of the Ben Thanh Traffic Police Team.
PC08 also said that the clip posted online was edited and edited, not fully and accurately reflecting the entire incident.
Accordingly, at around 10:40 p.m. on March 23, while patrolling District 1, the Ben Thanh Traffic Police Team discovered a man driving a motorbike with signs of violating alcohol concentration, so they signaled to stop the vehicle for inspection.
This person gave his name as Nguyen Van Dung (born in 1974, residing in District 4). Here, Mr. Dung admitted to drinking alcohol before participating in traffic and could not present his identification documents or vehicle documents.
After the traffic police asked him to measure his alcohol concentration, Mr. Dung did not comply and asked to be ignored. After many unsuccessful requests, the traffic police decided to take Mr. Dung to the headquarters to handle the violation.
When he was taken by his own vehicle to the headquarters, Mr. Dung paused to go forward, continued to beg the traffic police to ignore the mistake, leading to the vehicle losing balance and falling onto the road.
The traffic police then called the on-duty department for the Co Giang Ward Police to come and assist. When the ward police arrived, Mr. Dung intended to leave, so the traffic police had to chase and stop him, leading to a fight.
The police of Co Giang ward then went to the scene and asked Mr. Dung to comply with the instructions of the traffic police and at the same time support Mr. Dung in measuring the alcohol concentration at the scene of the incident, the alcohol concentration measurement result was 0.406 mg/l of breath. Mr. Dung was taken to the Ben Thanh Traffic Police Team for handling.
Here, the traffic police have drawn up a record of administrative violations against Mr. Dung for the crime of "driving a vehicle on the road with a breath alcohol concentration exceeding 0.4 mg/l of breath; not having a driver's license, not having a vehicle registration certificate; not presenting a citizen identification card when requested for inspection by a competent person"; temporarily detaining the vehicle according to regulations.
Through verification, this man's real name is N.P.C. (born in 1973, residing in District 1), not Nguyen Van Dung as declared. This person admitted to giving the fake name for fear of having the vehicle temporarily detained and reporting the violation to the locality, affecting the family.
After being explained, Mr. C realized his wrongdoing, apologized to the traffic police and signed the administrative violation report.
