On August 23, the working group of the Military Region 4 Command arrived in Nghe An to inspect storm prevention and control work. The delegation acknowledged the proactiveness of the Provincial Military Command in developing response scenarios, coordinating with border guards, police, militia and local authorities.
According to the forecast, from the night of August 24 to the end of August 27, the area from Thanh Hoa to Thua Thien Hue will have heavy rain of 200 - 300mm, some places over 600mm, the risk of flash floods, landslides and deep flooding in low-lying areas and along rivers is very high.
In this situation, forces in Nghe An have deployed 100% of their forces, ready rescue vehicles, checking vulnerable points, propagating people to reinforce their homes, anchoring boats safely; and at the same time inspecting and reinforcing warehouses andunarments.

To reduce flooding downstream and ensure safety of the project, the People's Committee of Nghe An province has directed Ban Ve Hydropower Company to operate the reservoir according to the principle of proactively lowering the water level, releasing downstream with a larger flow than the water flow to the reservoir. The operation process is based on the actual flood situation, complying with Government regulations and the inter-reservoir process.
The Provincial People's Committee requests Ban Ve Hydropower Company to closely coordinate with specialized agencies in informing and timely warnings to people in downstream areas; relevant departments and branches closely monitor the flood discharge process to minimize damage.
The flood at the end of July caused heavy damage to Nghe An province: 4 deaths, thousands of houses were swept away, damaged, flooded, and damage of more than VND3,800 billion.
Meanwhile, in Quang Ngai, the Chairman of the Provincial People's Committee issued a telegram on responding to storm No. 5 in the East Sea to the authorities.

Accordingly, the Chairman of the Provincial People's Committee requested the Departments: Agriculture and Environment; Construction; Industry and Trade; Culture, Sports and Tourism; Science and Technology; Standing Office of the Provincial Civil Defense Command; Provincial Border Guard Command; Quang Ngai Maritime Port Authority; People's Committees of communes, wards and Ly Son island district to urgently organize and deploy strong wind response at sea, ensuring safety of ships and boats.
Proactively prohibit all types of ships and boats from operating at sea (including passenger transport vehicles on the Sa Ky - Ly Son route, the Da Lon - Da Be route and vice versa) when the sea area of Quang Ngai has strong winds of level 6 or higher.
Deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas, areas at risk of flooding, flash floods, and landslides to proactively clear the flow in congested areas; organize the evacuation of people to safe places, especially areas where heavy rain has occurred in recent days.
Organize forces to guard, control, support and guide to ensure safe traffic for people and vehicles, especially in culverts, spillways, areas with deep flooding, fast-flowing water, areas where landslides have occurred or are at risk of landslides; resolutely not allowing people and vehicles to pass if safety is not guaranteed, not allowing unfortunate damage to people due to carelessness and subjectivity...
According to a quick report from the Quang Ngai Provincial Border Guard Command, at 3:00 p.m. on August 23, 2025, the number of fishing vessels in Quang Ngai province operating in the sea areas: 581 vessels/4,771 workers.
