In July 2026, Khanh Hoa Provincial People's Committee is drafting a Resolution stipulating policies to support the conversion of traditional marine cages and rafts to new materials in the province to promote marine farming development in a modern and sustainable direction.
Mr. Trinh Minh Hoang - Vice Chairman of Khanh Hoa Provincial People's Committee - said that in 2025, the province's aquaculture output reached more than 37,000 tons, and export turnover reached over 839 million USD.
In the context of complex climate change, the conversion to cages made of new materials such as HDPE, FRP is identified as an urgent requirement to improve disaster resistance, protect people's property and lives.
According to the draft, the policy applies to individuals and legally established organizations such as cooperatives, cooperative groups, linkage groups, and professional associations participating in aquaculture in cages at sea using new materials in sea areas within the planning or aquaculture areas as prescribed.
To be supported, aquaculture facilities must be located in planning or farming areas specified by the Provincial People's Committee; use farm cages made of new materials and have never received cage purchase support from other programs, projects or policies...
Regarding the support level, in the period 2026-2027, the province plans to support 50% of the cost of buying new cages for establishments located in sea areas up to 3 nautical miles, with a maximum support level of 282 million VND for each individual or member of the organization.
For establishments located in sea areas from 3-6 nautical miles or areas simultaneously within and outside a range of 3 nautical miles, the expected support level is 70% of the cost of buying new cages, a maximum of 395 million VND for each individual or member of the organization.
In the period 2028-2029, the province is expected to support once 30% of the cost of buying new cages for establishments located in the sea area up to 6 nautical miles or areas simultaneously within and outside the 6 nautical mile range, with a maximum support level of 170 million VND for each individual or member of the organization.
The total estimated cost for policy implementation in the 2026-2029 period is about 59.29 billion VND from the provincial budget.
