On May 5, Khanh Hoa Provincial People's Committee said that it had issued a decision authorizing the Director of the Department of Agriculture and Environment to implement a number of contents in the process of receiving and resolving administrative procedures in the field of geology and minerals under the authority of the Chairman of the Provincial People's Committee.
According to the decision, the Director of the Department of Agriculture and Environment is authorized to receive and resolve 10 administrative procedures (TTHC) in the field of geology and minerals.
The authorized contents include: Issuance of mineral exploration licenses; approval of project to close mineral mines; adjustment of content of project to close mineral mines; issuance of mineral exploitation licenses; re-issuance of mineral exploitation licenses; extension of mineral exploitation licenses.
In addition, it also includes the following contents: Adjusting mineral exploitation licenses; returning mineral exploitation licenses; transferring mineral exploitation rights; recognizing mineral exploration results.
Regarding the scope of authorization, the Director of the Department of Agriculture and Environment is allowed to decide on the establishment of the Appraisal Council, the Technical Advisory Council (collectively referred to as the Council) to appraise dossiers in necessary cases according to the provisions of law; decide on the number and composition of the Council to ensure compliance with the professional requirements of each dossier.
At the same time, the Director of the Department signs and promulgates decisions to establish the Council; acts as Chairman of the Council and is responsible for organizing and operating the Council's activities in accordance with the law on geology and minerals.
Based on the results of appraisal, synthesis, completion of dossiers and draft documents, the Department of Agriculture and Environment is responsible for reporting and submitting to the Chairman of the Provincial People's Committee for consideration and decision on approval and licensing in accordance with legal regulations.
