According to Resolution No. 31/2016/NQ-HDND dated December 13, 2016 of Khanh Hoa Provincial People's Council, regulations on support policies for International Labor Day May 1, National Day September 2, and Lunar New Year every year.
After 8 years of application, the current support expenditure as well as the support objects according to local assessment need to be adjusted appropriately.
According to the draft proposed by the Khanh Hoa Provincial People's Committee, the basic support subjects are inherited from Resolution No. 31/2016/NQ-HDND. In addition to the 17 support subjects according to the regulations, with the names of some subjects being revised and adjusted to comply with current regulations, the draft adds a group of subjects including village health workers and regular militia in communes, wards and towns.
To avoid duplicate payment of beneficiaries, add the following content: in case 1 person belongs to 2 or more beneficiaries, he/she will only receive 1 support regime on International Labor Day 1.5, National Day 2.9 and Lunar New Year every year according to the highest support level prescribed in this resolution.
The draft stipulates an increase in the support level compared to Resolution No. 31/2016/NQ-HDND to ensure that it is equal to the current support level in 2024. In particular, the subjects are cadres, civil servants, public employees and labor contracts, the proposed increase compared to the spending level according to Resolution No. 31/2016/NQ-HDND is 100% of the support level for International Labor Day 1.5, National Day 2.9 (according to Resolution No. 31, support is 150,000 VND) and 50% of Lunar New Year (according to Resolution No. 31, support is 1 million VND).
For other policy beneficiaries, it is also proposed to support on the occasion of International Labor Day (May 1) and National Day (September 2), increasing by 100% compared to the spending level according to Resolution No. 31/2016/NQ-HDND; support on the occasion of Lunar New Year is proposed to increase by 50% compared to the spending level according to Resolution No. 31/2016/NQ-HDND.
In particular, the policy of supporting additional food expenses for 4 days of Tet for social beneficiaries being cared for at facilities in Khanh Hoa province is proposed to increase by 100% compared to the expenditure level according to Resolution No. 31/2016/NQ-HDND to ensure a meal allowance of 100,000 VND/person/day.
The draft resolution adds support for 3 holidays and Tet including: Hung King's death anniversary, Southern liberation day April 30, and annual New Year's Day.
The estimated budget for implementing the support regime for 6 holidays and Tet in the year is over 242 billion VND, an increase of over 148 billion VND compared to Resolution No. 31. The funding source for implementation is from the local budget, guaranteed according to the current state budget decentralization.
The draft regulation on support regime for the Hung Kings' Commemoration Day, Southern Liberation Day (April 30), International Labor Day (May 1), National Day (September 2), New Year's Day, and Lunar New Year every year in Khanh Hoa province will be considered and approved at the 6th session of the 7th Provincial People's Council, scheduled to take place in mid-December 2024. If approved, the resolution will replace Resolution No. 31/2016/NQ-HDND and will be applied from January 1, 2025.
