On March 10, the Traffic Police Department (CSGT, Ministry of Public Security) coordinated with the Vietnam Register, the Vietnam Road Administration (Ministry of Construction) and experts to organize surveys and assessments of traffic safety for double-decker sleeper buses when traveling on mountainous routes with steep mountainous terrain such as National Highway 6, 4E, 4D and 12.
Mr. Nguyen Chien Thang - Director of the Vietnam Register - said that the survey activity aims to implement the direction of Deputy Prime Minister Tran Hong Ha on urgently reviewing and developing standards and regulations for double-decker sleeper buses when traveling on mountainous and mountainous routes.
The inter-sectoral working delegation departed from Hanoi City, conducting field surveys in the past 4 days in Phu Tho, Son La, Dien Bien, Lai Chau and Lao Cai provinces. After completing the survey, the delegation will summarize the results, organize professional workshops and prepare an evaluation report to propose management plans to ensure safety for double-decker sleeper buses.
Colonel Pham Quang Huy - Deputy Director of the Traffic Police Department (Ministry of Public Security) - said that the survey aims to comprehensively assess factors related to traffic safety on the Northwest mountainous routes such as traffic infrastructure, signal systems, vehicle traffic flow, traffic organization as well as black spots and potential accident risk points.
The survey results will be the basis for functional agencies to improve legal regulations, while overcoming inadequacies in traffic organization and infrastructure," Colonel Pham Quang Huy emphasized.

Accordingly, the survey team will focus on reviewing all infrastructure conditions on the survey routes such as curve radius, vertical slope, road surface width, stopping visibility, bridge width, location of signs, paint markings, turnaround points, stopping points and areas where accidents often occur.
Functional agencies also assess the management of transport activities such as licensed vehicles, operating routes, routes and operating frequency to propose the scope and operating conditions of double-decker sleeper buses.
Meanwhile, the Vietnam Register will collect data to serve the development of technical regulations and standards for double-decker sleeper buses when operating on mountainous and mountainous routes; and the Traffic Police Department will study solutions to ensure traffic order and safety and prevent accidents.
Notably, the working group will directly test drive two-story sleeper buses on National Highways 6, 4E, 4D, 12, and work with functional agencies and local road management units to collect data on road geometry conditions, traffic infrastructure, traffic organization and vehicle exploitation capacity.
