Due to the task of recurrent budget expenditure allocated to many fields such as: economic career, education and training, environmental career, health care ... Therefore, Ninh Binh Provincial People's Committee proposed the Ministry of Finance to have specific and unified guidance on the handover and receipt of the State budget recurrent expenditure estimates in 2025 of the district budget for funding spent from the beginning of 2025 to the time of arrangement.

In order to prepare for the organization of two -level local authorities, the People's Committee of Ninh Binh province proposed the Ministry of Finance to promptly guide localities on the process of allocating estimates, making money expenses on the TABMIS system for the new commune budget. Regarding the task of importing tabmis for the new commune level after arranging as the Department of Finance or the financial and financial agency of the new commune level.
The arrangement of equipment systems, transmission lines and the assignment of the State Treasury where the transaction is conducted to the new commune... ensure the reasonable operation and smooth operation of the TABMIS system.
