On April 19, Dien Bien Provincial Police held a groundbreaking ceremony to build a memorial area for martyr Pham Van Cuong - an officer of the Drug Crime Investigation Police Department (now Lai Chau Provincial Police, Dien Bien Provincial Police) who heroically sacrificed himself while working with his teammates to solve the case and dismantle a transnational drug ring from the Golden Triangle area through Laos to Vietnam.
Heroic martyr Pham Van Cuong (born on August 3, 1976, hometown in An Dong ward, An Duong district, Hai Phong city) died on October 6, 2001, at Km 17 - National Highway 279 (in Na Hai village, Pom Lot commune, Dien Bien district).
The project has a total area of 1,141 m2, designed with three main areas: parking lot and landscape in front; central area for the memorial and walkway; parking lot and landscape behind.

The project is expected to be completed on August 19, 2025. The entire budget was contributed by officers and soldiers of Dien Bien Provincial Police with the support of a number of organizations, individuals and enterprises.
Mr. Pham Van Bang, the father of martyr Pham Van Cuong, said that despite the pain, his family is proud that their son has lived a meaningful life, devoted his youth to the cause of defending the Fatherland, maintaining a peaceful and happy life for the people.
Major General Sung A Hong - former Director of Dien Bien Provincial Police - affirmed that the construction of the memorial site was a very meaningful work, the sacrifice of comrade Cuong was an irreparable loss.
