Not qualified enough, still holding 48,000m2 of land for 9 years

The authorities determined that Thien Son One Member Co., Ltd. (Quang Ngai) was not capable of implementing the vegetable and fruit project safely, and at the same time violated regulations on investment and land. However, over the past 9 years, the company has still kept more than 48,000m2 of land, causing waste of resources and hindering local economic development.

Thien Son One Member Co., Ltd. was leased land by the Provincial People's Committee in Nghia Thuan commune, Tu Nghia district, Quang Ngai province with an area of over 48,000m2 to build a safe vegetable and fruit production project... The term is until December 2025.

The project's goal is to produce leafy vegetables, fruit vegetables... Capacity: 1 ton of vegetables and fruits/day; about 300 tons of vegetables and fruits/year. The total investment capital is 10 billion VND. With such a grand scale, however, according to the reporter's records, many plots of land are abandoned and overgrown with grass. There are almost no safe vegetable and fruit production activities as the investor has painted. The way the project is done is "elephant head, rat tail", making people very upset.

According to local people, since the investor came to do the clean vegetable growing project until now, no vegetable vehicles have been moved anywhere.

Through the reporter's investigation, on August 3, 2018, Thien Son One Member Co., Ltd. signed a cooperation contract with Song Tra Quang Ngai Production, Trade and Service Company Limited. According to the contract, Thien Son One Member Co., Ltd. contributed capital with land use rights leased by the State, Song Tra Quang Ngai Production, Trade and Service Company Limited contributed capital with investment money, infrastructure construction, process construction and direct production and business, crop and livestock farming. However, during the process of cooperation in investment and production, these two companies encountered conflicts, leading to disputes.

The Department of Planning and Investment of Quang Ngai province informed that Thien Son One Member Co., Ltd. was leased land by the Provincial People's Committee, but has not yet put the land into use in accordance with the approved investment project. The company committed to the Department of Agriculture and Rural Development to complete the project by the end of 2022 at the latest, however, up to now, the company has not implemented the committed contents. Therefore, the Department of Planning and Investment found that Thien Son One Member Co., Ltd. did not ensure the ability to implement this project, and at the same time violated the provisions of the law on investment and land.

Both the people and the government have proposed to revoke the project

Talking to reporters, Mr. Tran Thanh Tinh - Chairman of Nghia Thuan Commune People's Committee - said that, realizing that the safe vegetable and fruit growing project of Thien Son One Member Co., Ltd. causes waste of land, causing people to be upset, in 2024, the Commune People's Committee has sent a document to the district proposing to revoke the project. The responsibility of the commune is only the proposal, and the revocation of this project is under the authority of the competent authorities in the province.

Regarding this project, on January 21, 2025, the People's Council of Quang Ngai province issued a document to the People's Committee of Quang Ngai province. Accordingly, the Standing Committee of the Provincial People's Council received an urgent petition from Song Tra Production, Trade and Service Company Limited (Song Tra Company) on the supervision, direction of handling, reclaiming land and termination of operations of the Safe Fruit and Flowers Farm Project in Nghia Thuan Commune, Tu Nghia District for violations of land and investment laws of Thien Son One Member Co., Ltd.

After reviewing the recommendation of Song Tra Company, the Standing Committee of the Provincial People's Council found that it was related to the safe and nutritious vegetable and fruit farm project of Thien Son One Member Co., Ltd., voters of Tu Nghia district have also repeatedly petitioned the Company about not properly implementing the project content according to the investment policy in Decision No. 1942/QD-UBND dated October 20, 2016 of the Provincial People's Committee, causing land waste and causing frustration for the people, but so far there has been no solution.

The Standing Committee of the Provincial People's Council requested the Provincial People's Committee to urgently direct the review and settlement according to the provisions of law, respond to the unit's recommendation and inform the settlement results to the Standing Committee of the Provincial People's Council for monitoring and supervision.

Immediately after this document, Mr. Tran Phuoc Hien - Vice Chairman of the People's Committee of Quang Ngai province sent a document to the Department of Natural Resources and Environment of Quang Ngai province to study the content of the proposal of the Standing Committee of the Provincial People's Council for consideration and resolution in accordance with regulations, and report the implementation results to the Standing Committee of the People's Council and the Provincial People's Committee no later than February 25, 2025.
