Hanoi - Despite certain progress, the development of Hoa Lac High-Tech Park is not commensurate with expectations, there are still many bottlenecks that hinder development.

The above information was stated by Head of the Management Board of Hanoi High-Tech Parks and Industrial Parks (CNC) Vu Xuan Hung at the scientific conference "Solutions for developing Hoa Lac CNC Area to 2030, with a vision to 2045" held on December 3.

Referring to the reason why the development of Hoa Lac CNC Area is not commensurate with expectations, Mr. Hung said that it is because the institution has not really had a superior mechanism, enough strength to solve all related problems that Hoa Lac CNC Area is facing.

Along with that, there is a shortage of social infrastructure, technical infrastructure and connectivity are not convenient. Only a few large enterprises have invested in science and technology infrastructure, so far there are only about 80 laboratories in the...

Human resources are also a big challenge. The human resources working in the CNC Area are currently mainly short-term contracts. Lack of human resources and especially the lack of a team of experts to guide and orient innovation.

In particular, according to Mr. Hung, the biggest bottleneck is how to form an ecosystem. The most important thing is the connection between schools, institutes and businesses, but has not yet taken advantage of the spillover power and has not formed specialized laboratories and testing areas here.

Ms. Duong Kieu Oanh - Head of Digital Transformation and Digital Operations Department, FPT Software Company Limited (FPT Software) said that the decisive factor for success is still people. Therefore, it is urgent to complete the incentive mechanism for high-tech human resources. Currently, the definition of "experts" and "high-tech officials" is still too narrow, making policies such as tax reductions or income support difficult to implement in practice.

Commenting and discussing at the workshop, Mr. Nguyen Quan - former Minister of Science and Technology acknowledged that the long-standing limitations of CNC Hoa Lac Area stem mainly from the incomplete technology ecosystem, especially the lack of pillars of adventure investment - a decisive factor for all technology valley models in the world.

According to him, although the 2008 Law on High Technology mentioned risk-off investment funds, for nearly 20 years, Vietnam has not yet formed a true fund system.

Vice Chairman of Hanoi People's Committee Truong Viet Dung said that Hanoi identifies the development of Hoa Lac CNC Area not only as an investment in a technology park, but as a realized aspiration to build a "scientific and innovative city" of the capital - where gray matter, core technology and advanced knowledge-based economic models converge; aiming to build Hoa Lac into the "heart of innovation" of Hanoi, closely connecting research and development (R&D), production, startups and technology commercialization chains.

Vice Chairman of the City People's Committee Truong Viet Dung emphasized that Hanoi is committed to devoting strong resources and the highest political determination to developing Hoa Lac CNC Area.

"More than ever, we have the support of the Central Government through the new legal framework, the determination of the City government and especially the consensus response of the business community, academies, experts and people. The aspiration to turn Hoa Lac into "Saken Valley of Vietnam" is being realized with concrete and solid steps" - Vice Chairman of Hanoi People's Committee Truong Viet Dung shared.
