State Audit Office, Ministry of Public Security, Supreme People's Procuracy strengthen coordination in corruption prevention and control

On the afternoon of August 27, the State Audit Office coordinated with the Ministry of Public Security and the Supreme People's Procuracy to organize an online conference to coordinate and share experiences in PCTNLPTC work.

Opening the conference, Deputy State Auditor General Doan Anh Tho stated clearly that the conference is of practical significance for the three agencies to frankly exchange, share practical experiences, identify difficulties and obstacles and jointly propose solutions to improve the effectiveness of coordination in the coming time.

Deputy State Auditor General emphasized that through this conference, agencies not only share the achieved results but also the difficulties, limitations, and issues that are still different in understanding and handling.

The Deputy State Auditor General also affirmed that the State Audit Office (SAO) determines that strengthening coordination with the Ministry of Public Security and the Supreme People's Procuracy (VKSND) is not only a requirement in performing functions and tasks but also a common responsibility to contribute to improving the effectiveness of the work of preventing and combating corruption, wastefulness and negativity (PCTNLPTC); protecting public property, the interests of the State and the legitimate rights and interests of organizations and individuals.

Speaking at the conference, delegates focused on sharing practical experiences in identifying, preventing and combating PCTNLPTC acts.

The opinions all agreed that, in the past time, the situation of violations and crimes related to TNLPTC has been complicated; there is an intertwined relationship, interacting with each other.

Identifying the main tricks and violations in the work of preventing and combating crimes related to TNLPTC, Mr. Pham Truong Giang - Deputy Director of the Department of Police for Investigation of Corruption, Economic Crimes, and Smuggling, Ministry of Public Security - said that through practical struggle, the Department found that TNLPTC is expressed in many different forms such as: colluding to form "interest groups", manipulating right from the stage of policy making, planning or joint bidding, using "backyard" businesses, taking advantage of asset valuation, public investment, legalizing dossiers and concealing and dispersing assets...

Meanwhile, Mr. Pham Van Dung - Deputy Director of the Department of Prosecution and Investigation of Economic and Corruption Cases, Supreme People's Procuracy - emphasized a number of violations related to the fields of taxation and accounting such as: the act of applying two accounting books systems; legalizing cash flows; taking advantage of positions and powers to intervene; taking advantage of the mechanism of bidding, auction, investment, and procurement of public assets; taking advantage of specific policies and mechanisms to create local benefits...

Through the practice of local budget auditing, Chief Auditor of State Audit of Region VI Ngo Minh Kiem also shared the identification of wasteful and negative issues. At the same time, he proposed a number of solutions to improve the effectiveness of PCTNLPTC through local budget audits.

Representatives of the Supreme People's Procuracy proposed that it is necessary to build a mechanism to early identify areas at high risk of corruption, focusing on areas that regularly generate large economic benefits such as land, finance - banking, public investment, bidding, public procurement, public asset management, equitization, state capital management in enterprises, and resource exploitation.

Notably, delegates proposed strengthening the coordination mechanism and information sharing between SAV, the Ministry of Public Security and the Supreme People's Procuracy, thereby promptly detecting signs of violations, determining consequences and preventing the dissipation of assets.

On the same day, SAV coordinated with the Ministry of Public Security and the Supreme People's Procuracy to organize a Conference to sign coordination regulations.
