Some communes and wards are "empty" of personnel with professional degrees in fields such as: Justice, civil status; Information Technology; Finance; Land; Natural Resources and Environment; Construction.
Civil servants with expertise suitable for the missing positions (such as accounting, land management) but currently working in other positions or in the Party and mass organizations.
The working headquarters of some localities have not met the demand; many old headquarters have not been renovated. Administrative equipment has degraded and does not meet requirements, especially in handling procedures for people.
The current systems and software of the Ministry and the industry are not connected stably and often have errors. Facilities and equipment in some communes have not met the requirements to handle administrative procedures.
Many people could not operate on the online platform. Some residential areas do not have mobile phone signals, causing people to not have access to online services.
To solve the problem, Lam Dong province has requested departments, branches and sectors to synthesize the local human resource needs, in order to advise the Provincial People's Committee to direct the recruitment and transfer of personnel.
At the same time, it is proposed to transfer civil servants from redundant communes and wards to places lacking and transfer cadres of the Party and commune-level government in units with unreasonable professional qualifications.
Continue to receive difficulties from localities in many forms to promptly resolve and report issues beyond the authority to the Provincial People's Committee. At the same time, send cadres and civil servants with expertise and experience to support communes when needed.
Rebuild a personnel arrangement project in accordance with job position requirements. Then mobilize, appoint and assign tasks according to professional qualifications and experience. Propose to implement recruitment, rotation and mobilization within the province.
Proactively coordinate with the provincial-level Public Administration Service Center to guide the reception and settlement of administrative procedures outside the head office for localities with residential areas over 30km away from the center and having difficulty traveling.
