The People's Council of Lang Son province issued Resolution 15/2022/NQ-HDND amended and supplemented by Resolution 23/2024/NQ-HDND on policies to encourage cadres, civil servants and public employees to be sent for postgraduate training and attract people with high professional qualifications to work in the province.
Accordingly, cadres, civil servants and public employees (CBCCVC) working at state agencies and public service units from the provincial to the commune level (except for financially autonomous service units) who are eligible to study at postgraduate level will be supported at one time at each level:
Domestic PhD: 200 million VND.
Foreign PhD: 250 million VND.
Master's degree in Vietnam: 100 million VND.
Overseas master's degree: 150 million VND.
In particular, female cadres going to school will receive an additional 10% of the corresponding support level. Those who are supported must commit to serving in the province for double the training period, if they violate, they will have to fully cover all costs.
The conditions for being sent to school are also strictly regulated: learners must not be over 40 years old, have a full-time university degree in the right major, be sent by competent authorities and be included in the annual training plan of the province.
In parallel with the training policy, Lang Son also implements policies to attract talents to long-term work in the locality, from intellectuals, doctors, artists to top athletes.
Those who meet the conditions and have committed to serving at least 8 years in the locality will be supported by the province with a one-time support of 100 to 300 million VND, depending on the subject:
Doctor, Doctor CKII, resident, People's Artist: 300 million VND.
Master, Doctor CKI, Meritorious Artist, Grandmaster Athlete won the national - international prize: 200 million VND.
full-time college graduates with a good grade or higher/art major: 150 million VND.
Forensic doctors at commune health stations, excellent students: 100 million VND.
Cases of failure to fulfill work commitments, arbitrarily quitting work, transferring to another profession in violation of regulations or being disciplined must also be compensated 100% of the received funds.
The Provincial People's Committee said that the payment budget is allocated from the provincial budget annually. As for autonomous public service units, the province encourages the use of legal revenue to proactively implement this policy, avoiding budget dependence.
