On the morning of July 30, the Central working delegation led by Mr. Nguyen Trong Nghia, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda and Mass Mobilization Commission, conducted a survey and inspection in Lang Son province on the implementation of Directive No. 30-CT/TW dated February 18, 1998 of the 8th Politburo on the development and implementation of grassroots democracy regulations (QCDC), as well as the results of the reorganization of the two-level local government apparatus.
According to the report, after nearly 30 years of implementation, Directive No. 30 has been seriously, methodically and synchronously implemented by Party committees at all levels, authorities, the Fatherland Front and socio-political organizations in Lang Son province.
The awareness of cadres, party members and people about democracy at the grassroots level is increasingly improved. People can participate in building a political system, monitoring the activities of cadres and civil servants and making practical contributions to local development.

The implementation of democracy in communes and wards according to the motto "people know, people discuss, people do, people inspect, people supervise, people benefit" has clearly promoted its effectiveness.
100% of residential areas have established mediation groups; communes and wards before the merger all have People's Inspection Committees and Community Investment Supervision Committees in accordance with regulations.
At the commune level alone, the People's Inspectorate has conducted more than 4,100 surveys; the community's investment supervision board has conducted nearly 3,800 surveys, contributing to preventing negativity right from the grassroots. Democracy in administrative agencies, public service units and enterprises in the area has also been strengthened.
Implementing the policy of arranging commune-level administrative units, in 2025, Lang Son province reduced from 194 communes and wards to 65 grassroots administrative units.

The Provincial Party Standing Committee has appointed 1,586 cadres to participate in the Party Committee, 585 comrades to the Standing Committee and 195 people to hold standing positions at the commune level. At the same time, the leave regime has been resolved for more than 1,070 cadres who do not continue to participate in the new apparatus.
After a month of operation, the two-level government apparatus has operated stably, ensuring smooth state management functions at the grassroots level.
In his concluding remarks, Mr. Nguyen Trong Nghia highly appreciated the results that Lang Son province has achieved in implementing Directive 30 and reorganizing the administrative apparatus.
He emphasized that promoting democracy at the grassroots level has contributed to effectively handling many sensitive issues, promoting socio-economic development and maintaining political stability.
The Head of the Central Propaganda and Mass Mobilization Committee also requested Party committees and authorities at all levels to continue to thoroughly grasp the Party's directives on implementing democracy; strengthen the responsibility of the head, build a government close to the people, close to the people. Particularly for the two-level government model, the province needs to continue to arrange and perfect the organizational apparatus, strengthen inspection, remove difficulties and soon complete the implementation of democracy in new communes and wards.
In particular, he suggested that Lang Son province carefully prepare all conditions to successfully organize the Provincial Party Congress for the 2025-2030 term.
