On March 12, according to Lao Dong's source, Lang Son Provincial People's Committee has just requested departments, branches, local authorities and investors to focus on thoroughly removing difficulties and obstacles for 2 public-private partnership (PPP) investment projects in old Loc Binh district.
The direction was stated in the conclusion of Standing Vice Chairman of the Provincial People's Committee Dinh Huu Hoc for 2 projects including: Loc Binh Bridge Project No. 1, traffic road and resettlement area of Luc Thon commune; Project to build technical infrastructure, social infrastructure for resettlement area and rural residents of Huu Khanh commune.
For the Loc Binh Bridge Project No. 1, traffic road and Luc Thon commune resettlement area, the Provincial People's Committee basically agreed to adjust the investment policy.
The adjustment content relates to the scale of some items, total investment, land area for BT project implementation and counterpart land fund paid to investors.
To ensure strictness, the Department of Finance is assigned to take the lead in reviewing, supplementing and clarifying in writing the legal bases related to the increase in land area for BT projects and the counterpart land fund, ensuring compliance with regulations.
The adjustment of the land fund for payment must be determined on the basis of being equivalent to the value of the BT project after adjusting the total investment.
The entire content must be completed and reported to the Provincial People's Committee before March 14, 2026.
Along with that, Loc Binh Commune People's Committee is assigned to preside over and coordinate with the Provincial Land Fund Development Center, the Provincial Construction Investment Project Management Board, investors and related units to urgently develop a site clearance plan, and send it to relevant agencies before March 14.
Investors and project businesses are required to urgently complete the resettlement area to meet the conditions for site clearance for residential land, and at the same time complete procedures to submit for appraisal and approval of project adjustments when conditions are met.
For the Huu Khanh commune resettlement area and rural residential area project, the key requirement is to thoroughly handle the contents related to planning.
The Department of Construction is assigned to preside over the overall review, propose adjustments to the planning once in a comprehensive and synchronous direction, clarify the causes, scope and items to be adjusted, ensure connection of technical infrastructure and social infrastructure; complete the report to the Provincial People's Committee before March 14, 2026.
Loc Binh Commune People's Committee continues to be assigned to develop a site clearance plan for the Huu Khanh project, striving to hand over the entire clean site to the investor in the second quarter of 2026.
Lang Son Provincial People's Committee also emphasized that heads of departments, branches, Loc Binh commune government, investors and members of the working group must be responsible to the Provincial People's Committee and the Chairman of the Provincial People's Committee for the results of assigned tasks.
