On September 19, Lao Cai Provincial People's Committee informed that the unit had just issued an Investment Plan to upgrade nursing facilities for people with meritorious services; repair and renovate martyrs' cemeteries and martyrs' memorial works in the province, towards the 80th anniversary of War Invalids and Martyrs' Day (July 27, 1947 - July 27, 2027).
According to reports, the whole province currently has 144 works commemorating martyrs, including 32 martyrs' cemeteries, 37 memorials and 75 steles bearing the names of martyrs.
These are addresses that preserve memories and express gratitude to generations who sacrificed for the independence and freedom of the Fatherland. However, after many years of use, some works have deteriorated, while expansion conditions at many cemeteries are increasingly limited.
Lao Cai is also managing 6,380 martyr records. Of which, 2,388 martyrs have identified grave information; 3,992 martyrs have not yet identified grave information.
However, some cemeteries have almost run out or no land fund to receive more graves, the possibility of expansion is limited. Information at some graves is incomplete, and identities have not been identified.
In addition, some steles bearing the names of martyrs, items in cemeteries and facilities and equipment at nursing homes for people with meritorious services have deteriorated due to the impact of time and weather, not fully meeting the needs of serving people with meritorious services.
According to the plan, Lao Cai will focus on investing, upgrading, and expanding 17 martyrs' cemeteries with a total estimated cost of 110 billion VND.
Priority items include repairing graves, steles, flagpoles, courtyards, fences, gates, internal traffic roads; renovating electricity, water, lighting and landscape embellishment systems.
Among the invested projects, the project to upgrade and expand the Provincial Central Martyrs' Cemetery in Yen Bai ward was selected as a key project towards the 80th anniversary of War Invalids and Martyrs' Day.
The project has a total estimated investment of 65 billion VND, focusing on site clearance items, upgrading the flagpole area, stele; renovating 246 existing graves; expanding the campus, roads, lighting system, drainage and auxiliary items.
Investment and renovation are not only aimed at creating a spacious appearance for cemeteries but also towards ensuring long-term conditions in the management and care of martyrs' graves.
Along with cemeteries, the province plans to renovate and repair 32 stele houses bearing the names of martyrs with a total cost of about 58 billion VND.
According to the plan, 2 nursing facilities for people with meritorious services in Au Lau and Sa Pa wards will be invested and upgraded with a total estimated cost of 65.27 billion VND.
Investment items focus on renovating rooms, rehabilitation areas, medical treatment rooms, dining rooms; replacing degraded equipment and embellishing the landscape.
The goal is to gradually improve the conditions of facilities, the quality of care and service for people with meritorious services, especially in the context of increasingly concerned needs for nursing and health care.
Funding sources for implementation are from the central budget, local budgets and socialized sources as prescribed.
