Lao Cai prepares 17 resettlement areas, creating a clean land fund for industrial development

Lao Cai - The Provincial People's Committee requests localities to accelerate the preparation of 17 resettlement projects with a total estimated capital of nearly 1,800 billion VND.

In the afternoon of August 10, Lao Cai Provincial People's Committee organized a conference to review the implementation of resettlement projects serving site clearance in economic zones, industrial parks and industrial clusters in the area.

Attending were leaders of departments, sectors, the Provincial Economic Zone Management Board, the Provincial Industrial Parks Management Board, specialized project management boards and leaders of many communes and wards located in key planning areas.

Speaking at the conference, Vice Chairman of Lao Cai Provincial People's Committee Phan Trung Ba said that the industrial, construction and mineral sectors currently contribute more than 65% of the province's growth points, equivalent to nearly 6 percentage points in the overall growth rate.

Therefore, developing industrial infrastructure and preparing clean land funds is an important task to attract investment and create budget revenue.

Planning to 2030, Lao Cai is expected to develop 20 industrial parks with a total area of about 5,797ha and 54 industrial clusters with an area of nearly 2,928ha. The volume of site clearance is therefore very large, while slow resettlement arrangement may directly affect the progress of project implementation.

According to a report by the Department of Finance, the whole province is expected to invest in 17 resettlement projects to serve site clearance in economic zones, industrial parks and industrial clusters, with a total investment of about 1,794 billion VND.

The goal of the projects is to form a synchronous resettlement land fund, meeting the housing needs of people in the land acquisition process in the 2026-2030 period.

The Department of Finance also assessed that after completion, the projects are expected to bring in about 1,810 billion VND from revenue from land use purpose conversion, contributing to offsetting infrastructure investment costs, ensuring the ability to balance public investment capital.

Investing in resettlement areas not only solves social security requirements but also creates conditions to promote industrial and construction development.

At the conference, localities reported on the progress of preparing resettlement projects, clarifying the location, investment scale, land acquisition area, implementation capacity and difficulties and obstacles in site clearance work.

Many recommendations to soon complete mechanisms and procedures to accelerate the arrangement of new housing for people, ensuring the progress of site handover for key projects.

Concluding the conference, the Vice Chairman of Lao Cai Provincial People's Committee requested departments and branches to closely coordinate with localities to guide the implementation of projects in accordance with regulations.

At the same time, requesting the People's Committees of communes and wards to urgently review the list, project boundaries, accurately count the number of households to be relocated and complete dossiers to submit to competent authorities for investment policy decision.

Localities are also assigned to soon update projects into commune-level construction planning, fully prepare land funds and necessary conditions to deploy resettlement areas, create clean ground to serve the development of economic zones, industrial parks and industrial clusters in the area.
