Lao Cai clears "obstacles" in riverbeds, proactively responds to flood season

Lao Cai - Faced with the risk of complicated rain and flood developments, the province is urgently reviewing, clearing obstacles, and handling violations of encroachment on the riverbed and dyke corridor.

To proactively ensure flood drainage, safety of the dyke system and irrigation works before the 2026 rainy and flood season, the Chairman of Lao Cai Provincial People's Committee has just issued a document requesting departments, branches, and localities to urgently clear obstacles, handle violations of encroachment on riverbanks, riverbeds and dyke protection scope.

Accordingly, the People's Committees of communes and wards are assigned to organize a review of all riverbank areas, riverbeds, dike protection corridors and landslide prevention embankment works.

Violations such as illegal construction, dumping materials, encroaching on flow... must be detected, prevented and strictly handled according to regulations.

Localities also need to statistically assess the current status of embankment works, especially in locations with signs of degradation and landslides, in order to promptly overcome and ensure safety during the rainy and flood season.

The management and operation of pumping stations and culverts through dikes must comply with the correct procedures, absolutely not operate arbitrarily to put pressure on the dike system.

Notably, Lao Cai province requests to strengthen control of embankment dikes, to prevent the situation of arbitrarily elevating and illegally building; and at the same time proactively develop response plans when river water levels rise.

The Department of Agriculture and Environment is assigned to take the lead in inspecting and urging localities, summarizing the situation, and advising the Lao Cai Provincial People's Committee to handle existing problems and unsafe risks.

The Provincial Police and the Provincial Military Command coordinate to ensure security and order, be ready to respond to incidents; The Department of Construction strengthens inspection and handles related construction order violations.

Along with that, propaganda work is promoted to raise people's awareness of not encroaching, not discharging waste, and not illegally building within the dike protection area.
