Talking about the above issue, Mr. Pham Van Hien - Chairman of Thac Ba Commune People's Committee said: Along the 2 banks of the Chay River, the land fund is small, people have lived here since ancient times. Then, over time, people gradually expanded and expanded the scope of housing and auxiliary works.
From May 2025 to July 2025, through review, functional agencies determined that in Thac Ba commune, nearly 80 projects, houses, and warehouses were illegally built, not for the right purpose, without full land documents, violating construction regulations.
This partly changes the flow of the river, increasing the risk of landslides and flooding when natural disasters occur," Mr. Hien emphasized.


Chairman of Thac Ba Commune People's Committee added that in the area there are 2 hydropower plants close to each other with a distance of less than 10km, which are Thac Ba hydropower plant and Thac Ba 2 hydropower plant. The water accumulation and discharge of these 2 units also causes some landslides and flooding every time there are rains and floods.
Reality shows that for many years, people along the Chay River have built embankments and embankments behind their houses. However, many areas of land that people have expanded and built encroach on the river corridor, Mr. Hien said.
To handle the situation of landslides and waterlogging waiting for each time rain and floods come, in the past time, the locality has been developing plans and measures to apply in practice.
Mr. Pham Van Hien said that Thac Ba commune is developing a plan to build the People's Committee headquarters in an area about 5km away from National Highway 37, located on a high hill area, safe from rain and floods.


From there, develop adjacent areas and residential areas to ensure safety. This will reduce the burden of people trying to stick to the area along the riverbank, not ensuring safety every time floods occur.
At the same time, in the long term, build along the Chay River embankment in a synchronous manner, both ensuring safety for people and creating landscape and developing tourism.
Currently, the locality has strictly prohibited illegal expansion and construction that affects the Chay River corridor. At the same time, strictly handle violations.
In addition, mobilize households in landslide areas, with potential landslide risks, to safe areas.
