Chairman of Lao Cai Provincial People's Committee Nguyen Tuan Anh has just signed a Decision to establish a Working Group to review and remove difficulties and obstacles for prolonged backlog projects in the area.
This move is seen as a drastic step by the locality in the context that many key projects are still "stuck" due to legal procedures, site clearance, capital sources or coordination mechanisms between stakeholders.
These "bottlenecks" not only cause project progress to be stalled but also waste land resources, affecting the province's investment environment.
According to the decision, the Task Force is headed by the Chairman of Lao Cai Provincial People's Committee; the Vice Chairmen of the Provincial People's Committee are Deputy Heads, along with the participation of leaders of departments, branches, and localities.
The working group is assigned the task of directing, urging and comprehensively reviewing backlog projects; and promptly removing difficulties and proposing solutions to handle them thoroughly on the basis of ensuring sufficient legal basis.

One of the notable points is the classification of projects by specific groups of problems. The Department of Finance - the standing agency will take the lead in summarizing and guiding units to review and "diagnose correctly" each project, thereby proposing appropriate handling plans.
Periodically before the 20th of each month, the implementation results will be reported to the Provincial People's Committee for timely direction. For projects under central authority, the province will continue to review, update and proactively advise on handling plans when legal conditions are met.
In addition, departments, branches, localities and investors are required to provide complete dossiers and documents, not to miss out on backlog projects. The process of handling also expands consultations with experts and related organizations to ensure the objectivity and feasibility of solutions.
This is a mechanism to avoid the situation of shirking and avoiding responsibility - one of the reasons why many projects are behind schedule in the past time.
It is known that after the merger of Lao Cai and Yen Bai provinces, the whole province has more than 700 backlog projects. After many efforts to resolve them, this locality still has nearly 100 prolonged backlog projects.

Talking to Lao Dong Newspaper, Mr. Nguyen Tuan Anh - Chairman of Lao Cai Provincial People's Committee emphasized that the establishment of the working group does not only stop at reviewing but aims to completely handle and unblock the investment flow. Projects after being dismantled will soon be re-implemented and put into operation, contributing to promoting socio-economic growth.
“Removing backlog projects is not only solving a specific task, but also an important task to improve the investment environment and strengthen business confidence. The province clearly defines the spirit of not avoiding, not pushing back, handling each project with a specific roadmap and responsibility,” said the Chairman of Lao Cai Provincial People's Committee.
Mr. Nguyen Tuan Anh also said that the province will resolutely handle cases of delays due to subjective reasons, and at the same time flexibly remove obstacles in mechanisms and policies within the framework of the law.
The "listing" and removal of backlog projects is expected to create an important boost for the economic development of Lao Cai in the coming period.
When projects are unlocked, investment resources will be reactivated, leading to job opportunities, infrastructure development and improving people's quality of life.
