The program took place at the Lao Cai Provincial Conference Center (Yen Bai Ward), with the participation of Chairman of the Provincial People's Committee Nguyen Tuan Anh, leaders of departments, branches and sectors; Secretary of the Lao Cai Provincial Youth Union Ha Duc Hai and a large number of union members and young people.
Speaking at the dialogue, Mr. Nguyen Tuan Anh, Chairman of Lao Cai Provincial People's Committee, hoped that union members and young people would frankly raise their concerns, especially regarding digital transformation, creative startups, support mechanisms, human resource development and application of science and technology in production. Departments and sectors will listen and directly answer young peoples questions.

Here, the issue that many young people are most concerned about is access to start-up loans.
Responding to this question, the Chairman of Lao Cai Provincial People's Committee said that the Party and State have issued many policies to support young people to start businesses, from providing a legal foundation, supporting low-interest loans, in-depth consulting to connecting product consumption.
"There are currently 3 main channels to help young people access capital. The first is to borrow directly from credit institutions in two forms. For feasible projects, clearly defining revenue sources and repayment capacity, banks can lend on installment. For projects that are in the process of being considered, young people can borrow in the form of partial collateral," Mr. Nguyen Tuan Anh analyzed.


In case the project is not feasible enough, young people can access the National Employment Fund, currently lending a maximum of 2 billion VND and get an additional loan of 100 million VND if they create new jobs.
This is a huge fund created by the Government to support young people to start businesses, emphasized the Chairman of Lao Cai Provincial People's Committee.
For startups, Mr. Nguyen Tuan Anh said that they can access the Project of the Ministry of Education and Training, which has been implemented quite effectively in recent times.
In addition, young people can also access capital through startup support funds or startup programs on television.

Currently, Lao Cai province is developing a mechanism to support start-up programs, including support for first-time loans for businesses and individuals, especially giving priority to young people and students.
Some sectors such as agriculture, technology and digital transformation... will be facilitated to access one-time loans (the form of transferring the entire loan amount in just one time - PV).

Some other questions that are also of interest to many young people such as security, safety in cyberspace, digital transformation... were also discussed quickly and frankly by leaders of local departments and branches.
According to the program, on the afternoon of November 21, a reception session will take place by the 1st Congress of the Ho Chi Minh Communist Youth Union of Lao Cai province, term 2025-2030.
