Lao Cai accelerates site clearance for railway line worth over 11,000 billion VND

Lao Cai - The investment project to build the Lao Cai - Hanoi - Hai Phong railway line is being focused on by the province to remove obstacles for site clearance (GPMB).

On September 17, the Steering Committee for Site Clearance for key projects of Lao Cai province held a meeting to review progress, identify difficulties and propose solutions to accelerate projects.

Mr. Nguyen The Phuoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Head of the Steering Committee chaired.

According to the review, in the period 2026-2030, Lao Cai has 53 key projects, including 46 projects using budget capital with a total investment of about 47.038 billion VND and 7 non-budget projects.

Notably, the investment project to build the Lao Cai - Hanoi - Hai Phong railway line is one of the major projects focused on removing obstacles.

The section through Lao Cai is about 143.68km long, passing through 12 communes and wards, expected to recover about 828.1ha of land and arrange 9 stations. The preliminary total investment of component projects for site clearance in the province is about 11,481 billion VND.

By August 20, the Railway Project Management Board had handed over land clearance boundary markers and related documents for the main line and stations to 12 communes and wards.

Localities are deploying measurement and preparing land recovery dossiers, and are expected to complete cadastral dossiers in October and November 2026.

To serve the project, Lao Cai plans to arrange 38 resettlement areas, of which 28 areas have been implemented. 3 areas have been completed, 3 areas use available land funds, 22 areas are under construction and the remaining 10 areas are preparing for investment.

The province has also approved 4 projects to prepare land and technical infrastructure to relocate affected production facilities.

Some projects are being accelerated, such as the Ban Qua production area reaching about 70% of the construction volume, and the project at Thong Nhat reaching about 66%.

In 2026, Lao Cai allocated 2,359 billion VND for site clearance work, but so far only 355 billion VND has been disbursed.

According to assessments at the meeting, the slow disbursement progress is partly due to the boundaries and official dossiers being handed over from August, causing localities not to have enough time to deploy measurement and prepare land recovery dossiers.

Site clearance work is still facing difficulties in densely populated areas, where residential land and houses attached to resettlement must be recovered. The determination of land origin is also complicated because the land has been transferred many times and the land user is not permanently residing in the locality.

Some large-scale production facilities in Dong Pho Moi Industrial Park, Dong Pho Moi Industrial Cluster and Son Man - Van Hoa Industrial Cluster also set out separate handling requirements due to many technical items.

Concluding the meeting, Mr. Nguyen The Phuoc emphasized that site clearance is a key stage for the progress of key projects.

Immediately after the project list is approved, the investor must coordinate with local authorities and departments and branches to develop a detailed site clearance plan for each month, clearly defining completion milestones for monitoring and inspection.

The Steering Committee will maintain regular monthly or extraordinary meetings to promptly remove obstacles, and at the same time advise on handling issues beyond its authority, contributing to ensuring the progress of key projects in the area.

According to the Ministry of Construction, the Lao Cai - Hanoi - Hai Phong railway line, 426km long, is currently being accelerated for site clearance, and 109 resettlement areas are being built for 7,347 households.
