On October 6, in response to the complicated developments of storm No. 11, Cao Bang Provincial Police established a combat command information center to enhance the capacity to direct and manage natural disaster response work in the area.
The center started operating at 10am the same day, performing a 24/7 duty throughout the stages before - during - after storms and floods.
The Central Center's key task is to collect and synthesize information, weather conditions, and flood developments through images displayed on the camera system, promptly advising on effective response solutions for the provincial police leaders.
At the same time, quickly transmit orders and instructions to the police of units and localities, ensuring smooth information and timely response in all emergency situations.

As the "Information heart - the operating brain", the Command Information Center is considered an important preparation step, contributing to helping the Cao Bang Provincial Police be more proactive, flexible and effective in responding to storm No. 11 and natural disasters and incidents that may occur in the area.
According to the Cao Bang Provincial Hydrometeorological Station, from noon and afternoon on October 6, the rain will increase rapidly, with some places having very heavy rain tonight. Rainfall is generally recorded at 10-20 mm, with some points over 25 mm such as Ha Lang 39 mm, Canh Tan 28 mm.
It is forecasted that by the end of the night of October 7, the whole province will have heavy to very heavy rain, 100-200 mm, in some places over 300 mm; from October 8, the rain will decrease rapidly. Level 1 natural disaster risk warning.
Heavy rain can cause landslides, flooding, broken trees, damage to houses, works, affect traffic and crops. The provincial Hydrometeorological Station also issued a warning that there is a high possibility that rivers flowing through the flood area will reach alert level 3. The flood amplitude is forecast to be about 3-6m.
