According to the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on October 5, the center of storm No. 11 was at about 20.8 degrees North latitude; 110.6 degrees East longitude, in the sea east of the Lusi Peninsula (China), about 290km east-southeast of Mong Cai (Quang Ninh).
The strongest wind near the storm center is level 12-13 (118-149km/h), gusting to level 16. The storm is moving in a West-Northwest direction at a speed of 20-25km/h.

From the night of October 5 to the end of the night of October 7, in the mountainous and midland areas of the North, there will be heavy rain, with common rainfall of 150-250mm, locally over 400mm. Warning of the risk of heavy rain (>150mm/3 hours). The Northern Delta and Thanh Hoa will have moderate to heavy rain with common rainfall of 70-150mm, locally over 200mm.
The Hanoi area is less likely to be directly affected by storms, but beware of thunderstorms, tornadoes and strong gusts of wind. It is forecasted that from early morning of October 6 to the end of October 7, there will be moderate rain, heavy rain, with common rainfall of 70-120mm, locally over 150mm. Due to the influence of a wide storm circulation, it is necessary to be on guard against the risk of thunderstorms, tornadoes and strong gusts of wind both before and during the storm's landfall.

Previously, the Hanoi People's Committee issued an urgent dispatch, requesting all levels and sectors to proactively respond to storm No. 11, in which the Department of Agriculture and Environment was assigned to coordinate with the People's Committees of wards and communes to deploy plans to prevent and combat flooding, protect agricultural production, and aquaculture (for areas that have not been harvested); proactively drain buffer water, lower the water level of reservoirs, and operate drainage works suitable for each area.
On October 6, it was recorded in Thanh Oai commune, Hanoi, although it was 11am, people here were still urgently harvesting rice. People forget all the time and the heat of more than 40 degrees Celsius to try to harvest rice to avoid storm No. 11 with the motto "greener at home than in the fields".

According to Ms. Ta Thi Kim Dung, Kim Thanh village, Thanh Oai commune, before the information that storm No. 11 could affect Hanoi, her family mobilized all their efforts to harvest 5 hectares of rice.
"Where the rice has not fallen, we use harvesters to beat it, where the rice has broken, we use cutting iron. Although the rice is still green and cannot be harvested at the right time, with the motto "greener at home than in the fields", my family has cut all to prevent flooding and white rice loss", Ms. Dung shared.
Speaking to Lao Dong Newspaper reporter, Mr. Nguyen Dang Manh - Vice Chairman of Thanh Oai Commune People's Committee, said: Implementing the Official Dispatch of the Chairman of Hanoi People's Committee, the Commune People's Committee has issued an official dispatch on proactively responding to storm No. 11 and floods. Accordingly, the People's Committee of Thanh Oai commune has directed agricultural cooperatives to focus on mobilizing people to harvest the entire ripe rice area with the motto "greener at home than in the fields" to avoid storms and floods. For rice fields that are planted late, still green, and cannot be harvested, it is required to closely monitor the situation and proactively plan local drainage to protect production.

Mr. Nguyen Dinh Chien - Secretary of Kim Thanh Village Party Cell said that the whole village has 174 households, of which 125 households are engaged in agriculture. After the People's Committee of Thanh Oai commune disseminated the dissemination to each Party member and people, mobilizing them to focus on harvesting rice in the even-numbered season, about 60%. The previous storm No. 10 also destroyed more than 30% of the villages rice area. Therefore, since October 4, households in the village have focused on harvesting. If it does not rain, the harvesters will operate all night tonight, and it is expected to be basically completed by the morning of October 6, said Mr. Chien.
To support people in harvesting crops to avoid damage caused by storm No. 11, the Air Defense - Air Force Technical College has mobilized more than 50 soldiers to Kim Lam village, Thanh Oai commune where the unit is stationed to help people harvest rice.
Soldier Nguyen Minh Bao, from the Newspaper class, said: Since 7am, my teammates and I go to the fields to help people harvest rice. By 10am, his group had harvested more than 3 sao of rice, mainly the area that had broken and flooded due to storm No. 10 on September 29, 2025. We are all farmers and are used to sowing, but because the rice is in the water, the harvesters cannot do the dredging, so we have to use a cutting line and the progress is slower. We try to harvest all the rice in the fields for the people before the storm comes.
