Cao Bang - Forces such as the Police, the Army, youth, and businesses are all called to join hands to overcome the consequences of storms and floods.

After suffering heavy damage due to the circulation of storm No. 10, Cao Bang province is mobilizing all resources to overcome the consequences of natural disasters, while proactively responding to storm No. 11 (MATMO) that is likely to cause particularly heavy rain in the coming days.

According to preliminary statistics, heavy rain lasting for more than two days after storm No. 10 has killed 6 people, injured 3 people, affected more than 5,700 houses, severely damaged many traffic routes, irrigation works, schools, agency headquarters and bridges and culverts. The total estimated damage is more than 1,000 billion VND.

In that situation, the province mobilized more than 1,300 officers and soldiers of the Army, Police, youth forces and localities to urgently rescue and evacuate people from dangerous areas, support necessities, ensure the safety of life and life of people in flooded areas.

Dozens of businesses and units have sent vehicles and machinery to support the cleaning of mud and soil and restoration of infrastructure.

On October 3, the Chairman of the Provincial People's Committee issued Official Letter No. 3081/UBND-KT requesting agencies and units to focus all their efforts to overcome the consequences of natural disasters, considering this a particularly important political task.

On the same day, the Provincial Party Committee and the Vietnam Fatherland Front Committee of the province launched a fundraising campaign to support people in flooded areas. Many organizations and enterprises have responded, of which the Vietnam National Petroleum Group supported 1 billion VND, and local enterprises contributed hundreds of millions of VND.

Prime Minister Pham Minh Chinh also signed Decision No. 2171 dated October 2, supporting Cao Bang with 195 billion VND from the central budget reserve to overcome the consequences of storm No. 10.

However, while the recovery work is still taking place urgently, Cao Bang province is facing a new risk as storm No. 11 (MATMO) is moving into the East Sea and is forecast to cause heavy rain from the night of October 5 to 7, the rainfall may reach 150 - 250mm, in some places over 400mm.

In the context of saturated land, full reservoirs, and severely damaged infrastructure systems, the risk of "storm over storm, flood over flood" is warned at a particularly serious level.

On October 4, Chairman of the Provincial People's Committee Le Hai Hoa issued an urgent telegram, requesting the entire political system to activate the highest command mechanism, be on duty 24/7 and temporarily suspend unnecessary meetings to focus on natural disaster prevention and control.

Localities must proactively evacuate people early, arrange people in charge of each residential cluster, and be ready to enforce relocation when necessary.

The education sector is allowed to let students stay home from school when the weather is dangerous; the agricultural sector mobilizes forces to harvest crops early, move livestock and poultry to higher ground; the electricity, telecommunications, construction sectors strengthen infrastructure, prepare rescue plans.
