The dispatch clearly stated that at 8:00 a.m. on July 9, 2025, the upstream water level of Hoa Binh Lake was at an elevation of 105.97 m, the downstream water level was 11.61 m, the flow to the lake was 3,860 m3/s, the total downstream flow was 2,315 m3/s.

Closely monitor the development of floods, safety of works, flow to the reservoir, water levels upstream and downstream of the reservoir and promptly report to the Ministry of Agriculture and Environment.
On the same day, the Ministry of Agriculture and Environment also sent an official dispatch to the People's Committees of the provinces and cities: Phu Tho, Hanoi, Bac Ninh, Hai Phong, Hung Yen, Ninh Binh on ensuring safety downstream when operating Hoa Binh hydroelectric reservoir.
To ensure the safety of works and activities along the river, the Ministry of Agriculture and Environment recommends that People's Committees of provinces and cities immediately notify authorities at all levels, people, organizations operating on rivers and along rivers; aquaculture facilities, water transport vehicles; ferry terminals, vertical boats; review and ensure the safety of works under construction; sand and gravel mining activities, and transit to know about flood discharge in Hoa Binh hydroelectric reservoir to proactively take preventive measures to ensure safety of people and property.
Timely report and propose solutions to handle unusual situations that may occur during the flood discharge process to the Ministry of Agriculture and Environment (through the Department of Dyke Management and Natural Disaster Prevention and Control).

The announcement clearly states that, implementing Official Dispatch No. 4176 of the Minister of Agriculture and Environment, Hoa Binh Hydropower Company announced the opening of a bottom spillway gate at 4:00 p.m. on July 9, 2025.
According to Hoa Binh Hydropower Company, the upstream water level of Hoa Binh Lake this morning (July 9) was at 105.97m (water level 80m), the flow to the lake was 3,860 m3/s.
Hoa Binh Hydropower Company requested that all sides, especially the downstream area of Hoa Binh Dam, direct aquaculture facilities, households, waterway transport vehicles, etc. to proactively take measures to ensure the safety of people, property and vehicles.
